Gold Bond Building Products -5- 20 November 1985
specifically require analyses for isopropyl alcohol , isopropyl acetate
and normal propylacetate. Gold Bond should request that all peaks
detected be reported. Wells should be purged to equilibrium and
sampled by an authorized representative of a California certified
laboratory.
B. Discuss the potential for cooling water additives to act as a pre-
cursor and form chlorinated compounds during the chlorination pro-
cess.
C. Investigate the use of chlorinated solvents within the plant and the
potential for cross contamination.
D. Sample and perform EPA 601 analyses monthly for the "hot side"
reservoir. Results should be submitted to the Board by the 15th day
of the following month.
3. Discharge of oil heating condensate to McDougald Slough is in violation of
Gold Bond ' s NPDES permit. Discharge of said condensate should be halted
immediately. Gold Bond should discuss future disposal practices of this
waste.
4. Discharge of press condensate to McDougald Slough is a chronic problem.
Discharge of such material constitutes a threat to the beneficial uses of
McDougald and Mormon Slough. The sump should be replumed to the waste
solvent tanks or the city's sewer system, with their approval .
5. Current drum storage at Dopaco constitutes a threat to water quality and
the beneficial uses of McDougald and Mormon Slough. Acceptable drum
storage areas should have an impermeable base, spill containment and
collection systems and be covered from the elements.
6. Provide a schematic diagram of the storm drain system including all known
connections within the facility. Because fugitive connections pose a
threat to the beneficial use of McDougald and Mormon Slough, Gold Bond
should contact the Public Works Department and arrange a "smoke test" of
the system. Regional Board staff must be notified prior to testing.
Fugitive connections must be sealed.
7. Gold Bond should take steps to prevent the discharge of waste and pulped
paper to McDougald Slough.
8. Characterize solid residues:
Analyses must include EPA 625 and heavy metals using the California WET
test methodology. Gold Bond must specify that a citric acid buffer be used
in the WET test.
