Clark Dr., Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> 30. An empty white poly tank labeled `used oil" and twelve 55 gallon drums which previously held <br /> hazardous substances were observed in the shop without empty labeling. Containers larger than five <br /> gallons that previously held a hazardous material shall be marked as empty with the date they were <br /> emptied and managed within one year of being emptied. Immediately mark and manage all empty <br /> containers per this section. <br /> REPEAT VIOLATION <br /> 32. A tank assessment was not available on site for the used oil tanks and used antifreeze tanks. A <br /> hazardous waste generator shall obtain and keep on site a written assessment for each hazardous <br /> waste tank at the facility. This assessment shall be reviewed and certified by an independent, qualified, <br /> professional engineer, registered in California, and shall attest to the tank system's integrity. The <br /> assessment shall determine that the tank system is adequately designed and has sufficient structural <br /> strength and compatibility with the waste stored, and shall be written in accordance with Title 22 <br /> regulations. Immediately obtain written tank assessments for the hazardous waste tanks at this facility <br /> in accordance with Title 22 regulations, maintain a copy on site at the facility, and submit a copy of each <br /> certified assessment to the EHD. <br /> 35. Daily inspections are only being conducted on the gasoline tanks. No inspection logs were available <br /> for the used oil and used antifreeze tanks. The owner or operator shall inspect, at least once each <br /> operating day, all of the following: <br /> (1)overfill/spill control equipment(e.g., waste-feed cutoff systems, bypass systems, and drainage <br /> systems) to ensure that it is in good working order <br /> (2)the aboveground portions of the tank system, if any, to detect corrosion of releases of waste <br /> (3) data gathered from monitoring equipment and leak-detection equipment(e.g., pressure and <br /> temperature gauges, monitoring wells)to ensure that the tank system is being operated according to its <br /> design <br /> (4) the construction materials and the area immediately surrounding the externally accessible portion of <br /> the tank system including secondary containment structures (e.g., dikes), to detect erosion or signs of <br /> releases of hazardous waste(e.g., wet spots, dead vegetation) <br /> (5)for uncovered tanks, the level of waste in the tank, to ensure compliance with Title 22 section <br /> 66265.194(b)(3) <br /> Immediately begin conducting the necessary daily inspections for all hazardous waste tanks at this <br /> facility.
