and applicable regulations. A photograph of the cleaned up areas is provided in Attachment 1,
Photo #2 and3.
The compressor leak was repaired and the area was wiped down. In the case of additional leaks
from the compressor, oil absorbent pads have been placed beneath the compressor. A photo of
the repaired compressor is provided in Attachment 1, Photo#4.
Hazardous Waste Container Closure—#403
Drums of aerosol cans were observed to be open during the inspection. Production staff is
required to keep all containers of waste closed at all times. Drums of the aerosol cans were
covered immediately during the inspection and re-training of this requirement was completed
with applicable staff.
Hazardous Waste Tank Assessment-#501
The inspection report notes that the Site failed to complete a hazardous waste tank assessment in
accordance with California Code of Regulations(CCR) Section 66265.192(a). However, a five-
year tank assessment of the hazardous waste tanks containing used oil and used antifreeze was
completed in October 2011. A copy of the report is provided in Attachment 7. The next
hazardous waste tank assessment is on schedule to be completed by the end of October 2016.
Hazardous Waste 90-day Storage Limit-#601
A drum of used brake fluid was observed to be stored onsite for over 90 days. The drum was
inadvertently overlooked during a routine waste pickup for brake fluid in March 2016. The drum
of brake fluid has been disposed of offsite. The 90-day storage limit requirement for hazardous
wastes has been reviewed with applicable staff to ensure that they double check containers of
hazardous waste and ensure that they are not kept onsite for more than 90 days. In addition, the
Site contractor has been notified to increase the pick-up of brake fluids to every two months
instead of every three months to ensure drums of brake fluid are picked up within the 90 day
storage limit.
Labeling of Hazardous Waste Containers -#605
Two drums of used brake fluid were labeled with Non-RCRA waste labels that did not contain
"Hazardous Waste" or indicate the hazardous waste property. It is unclear as to why the label
type was changed from the Site's standard hazardous waste labels to the Non-RCRA labels, but
has been changed back to the standard hazardous waste label. A photo of the waste containers
for brake fluid with complete waste labels is provided in Attachment 1,Photo #5.
Lead Acid Battery Management-#607
A damaged lead acid battery was observed to not be properly stored. Pick-n-Pull staff is
instructed to isolate damaged lead acid batteries encountered. Damaged lead acid batteries are to
Page 4 of 5
Stockton tnsp Resp_Comty_20160506
