Clark Dr., Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> 23. Four used oil filters were observed stored on a drain insert inside the used oil tank labeled as empty. <br /> It could not be determined how long these filters had been on site. According to Mr. Estevez, they may <br /> have been left behind by the previous owner. Used oil filters must be stored in a closed, rainproof <br /> container, labeled as "drained used oil filters," and marked with an accumulation start date. Facilities <br /> that generate up to one ton of used oil filters per year may store the filters up to one year. Immediately <br /> recycle these filters under a bill of lading and submit a copy of the bill of lading to the EHD by September <br /> 24, 2011 . Ensure that all used oil filters are labeled and managed in this way. <br /> 30. A yellow tank for used oil and a yellow tank for used antifreeze were observed labeled "empty tank <br /> not in use" without the date it was emptied. Containers larger than five gallons that previously held a <br /> hazardous material shall be marked with the date they were emptied and managed within one year of <br /> being emptied. Immediately mark and manage all empty containers per this section. <br /> 60, 61, & 62. Manifest number 008482515JJK (5/9/11)was not found on site. Hazardous waste <br /> generators shall retain copies of all manifests signed off by the destination facility on site for three years <br /> and have them readily available for review. If the generator did not receive a copy of the manifest with <br /> the handwritten signature of the owner or operator of the facility to which the generator's waste was <br /> submitted within 60 days of the date the waste was accepted by the initial transporter, the generator <br /> shall submit a legible copy of the missing manifest, with some indication that the generator has not <br /> received confirmation of delivery. This information shall be submitted to: <br /> DTSC Report Repository <br /> Generator Information Services Section <br /> P.O. Box 806 <br /> Sacramento, CA 95812-0806 <br /> Immediately locate a copy of the missing manifest or prepare and submit the required information to <br /> DTSC. By September 24, 2011, submit to the EHD a copy of the signed off copy of the manifest or a <br /> copy of the information submitted to DTSC. <br /> 79. Used fluorescent bulbs were observed in an open box and uncontainerized in the shop storage <br /> building. Broken pieces of lamps were observed in the box lying on the floor. Universal waste lamps <br /> shall be contained in a closed container or package that is structurally sound, adequate to prevent <br /> breakage, and compatible with the contents of the lamp.
