Four used oil filters were observed stored on a drain insert inside the used oil tank labeled as empty. It could not be determined how long these filters had been on site. According to Mr. Estevez, they may have been left behind by the previous owner. Used oil filters must be stored in a closed, rainproof container, labeled as "drained used oil filters," and marked with an accumulation start date. Facilities that generate up to one ton of used oil filters per year may store the filters up to one year. Immediately recycle these filters under a bill of lading and submit a copy of the bill of lading to the EHD by September 24, 2011 . Ensure that all used oil filters are labeled and managed in this way. 30. A yellow tank for used oil and a yellow tank for used antifreeze were observed labeled "empty tank not in use" without the date it was emptied. Containers larger than five gallons that previously held a hazardous material shall be marked with the date they were emptied and managed within one year of being emptied. Immediately mark and manage all empty containers per this section. 60, 61, & 62. Manifest number 008482515JJK (5/9/11)was not found on site. Hazardous waste generators shall retain copies of all manifests signed off by the destination facility on site for three years and have them readily available for review. If the generator did not receive a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the generator's waste was submitted within 60 days of the date the waste was accepted by the initial transporter, the generator shall submit a legible copy of the missing manifest, with some indication that the generator has not received confirmation of delivery. This information shall be submitted to: DTSC Report Repository Generator Information Services Section P.O. Box 806 Sacramento, CA 95812-0806 Immediately locate a copy of the missing manifest or prepare and submit the required information to DTSC. By September 24, 2011, submit to the EHD a copy of the signed off copy of the manifest or a copy of the information submitted to DTSC. 79. Used fluorescent bulbs were observed in an open box and uncontainerized in the shop storage building. Broken pieces of lamps were observed in the box lying on the floor. Universal waste lamps shall be contained in a closed container or package that is structurally sound, adequate to prevent breakage, and compatible with the contents of the lamp. Immediately containerize all universal waste fluorescent lamps/bulbs in accordance with Title 22 regulations.
