Management Practices (BMPs) involving a reduction of the volume of wash water used <br />in equipment cleaning and debris washing. <br />For SNUCA <br />1.3 Electronic Prolotvne Laboratory -Printed Circuit Board <br />Manufacturing <br />The Electronic Prototype Laboratory -Printed Circuit Board Manufacturing program <br />developed and manufactured customized circuit boards for various customers onsite. The <br />circuit board plating line contained various plating baths that were each followed by <br />rinses. These rinses contained acids, caustics, and metals. The rinse water was <br />discharged to the 910 Liquid Effluent Control System (LSCS), which consisted of a main <br />tank (5000 gallons), and two smaller transfer tanks. The wastewater was pumped <br />through an ion exchange system to remove metal contaminants and neutralized. The <br />treated water was tested to ensure it met the local limits before discharging to the local <br />Publicly Owned Treatment Works (POTW). SNUCA generated 67,554 lbs of rinse <br />water during 2006 and none in 2010. <br />In 2006 SNUCA site management decided to close the Electronic Prototype Laboratory. <br />The closure of this program resulted in the closure of the 910 LECS. On <br />February 17, 2010 the tiered permit for the Electronic Prototype Laboratory which <br />included the LECS [the LECS consisted of a main tank (5000), and two smaller transfer <br />tanks) was officially closed. The tiered permit was for neutralization and ion exchange of <br />the wastewater discharges prior to a POTW. This Laboratory was not operational during <br />2010 and did not discharge any wastewater. <br />September 1, 2011 SB 14 Report <br />CWC 791: Liquids with pH52 <br />Site _]�2006 uantit Ib 2010 quantity(lb) <br />LBNL 6,954,472 7,674,705 <br />SNUCA 0 239,900 <br />2.1 Building 70A metal and electronic parts cleaning operations, Acid <br />Neutralization. <br />This waste stream consists of acidic or caustic wastewaters, and is generated as a result of <br />metal and electronic parts cleaning operations. The waste stream is generated primarily <br />in three research buildings, building 2, 67 and 70A, where wastewater from multiple <br />sinks in different laboratories is collected in a retention tank. <br />The wastewater is subsequently treated and discharged to a POTW. The treatment <br />consists of a neutralization process, which is authorized by the DTSC tinder the <br />California Tiered Permit program (Permit -by -Rule for B2 and 70A. Conditional <br />Authorization for B67). <br />No source reduction activities were undertaken; however, a feasibility study was <br />conducted to estimate the costs of piping the treated water into the cooling towers for use <br />as the makeup water. This plan was approved and funded and the operational fix was <br />implemented in early January 2011. The reuse option for this water is expected to result <br />in approximately 500,000 gallons of water saved per year. <br />The increase in the amount of wastewater generation is due to abnormally high plenum <br />flushes in B67 and consequently, large quantities of water flushed through the system in <br />October and November of 2010. This situation was resolved by December, when flushes <br />were back to normal levels. <br />2.2 Microstructures Laboratory <br />The Microstructures Laboratory is a multi -discipline user clean room facility used to <br />conduct research in semiconductor micro -fabrication processing technology. The <br />Microstructures Lab is dedicated to the fabrication of small electronic, mechanical, <br />optical and flow system devices. These devices are fabricated using photolithography, <br />vacuumthin film deposition, spin casting, chemical vapor deposition, wet chemical and <br />dry plasma etching. <br />In 2010 the Microstructures Laboratory generated 239,900 pounds of wastewater. <br />The wastewater included rinsates from wet etching and from photolithographic <br />developing; washing/rinsing of laboratory glassware and utensils; and finally drainage <br />from our wafer dicing saw and spin rinse/dryers.
