CWC 221: Waste Oil and Mixed Oil <br />Site <br />2006Quantity Ib <br />2010quantity (lb) <br />LLNL <br />34,644 <br />22,124 <br />SLAC <br />28,207 <br />5,472 <br />LBNL <br />8,044 <br />91009 <br />Primary waste generators: <br />For LLNL <br />6.1 Fleet and Machine Maintenance <br />In 2006, approximately 21,826 lbs of waste (63% of the total CWC 221 waste stream) <br />was attributed to Fleet and facility maintenance operations. An additional 12,818 lbs of <br />waste was included in the total CWC 221 volume in the 2007 SB14 Plan, but only the <br />largest waste stream was addressed. In 2010, Fleet Management and Heavy Equipment <br />Shop operations generated roughly an equivalent amount, or 22,124 lbs of this waste <br />stream. <br />This similar generation rate shows that existing source reduction measures are effective <br />because the 2010 generation rate now includes waste from two additional sources besides <br />Fleet. There are now three different locations that generate used oil. The largest <br />generating location collects oil in a 1000 -gallon tank and the two smaller operations <br />collect oil in 55 gallon drums. Collected oil from all three locations is consolidated and <br />sent off-site for recycling. <br />Additionally, LLNL reduced its vehicle fleet by approximately 250 vehicles, thus <br />operated and maintained fewer vehicles during 2010 than it did in 2006, which is <br />expected to lead to even lower waste generation in the future. Current best management <br />practices include better tracking of used oil from the three sources of generation, spill <br />prevention using secondary containment and drip pans, and segregation of vehicle fluids <br />such as hydraulic fluids, engine oils, gasoline, diesel and antifreeze to facilitate recycling. <br />As another pollution prevention effort, the Heavy Equipment Shop implemented use of <br />citrus -based cleaners for degreasing and improved the shop method for preventing oil <br />spills when working on equipment both in the shop and in the field. <br />For SLAC <br />6 Machining Operations and Electrical. Mechanical and Machinin <br />Equipment Oil Replacement and maintenance <br />This waste stream is generated as a result of replacement of oils used to operate electrical, <br />mechanical (pumps, compressors) and machining equipment. <br />The following source reduction measures have been implemented: <br />• SLAC has been redesigning the equipment, as they fail due to age, to eliminate <br />water intrusion and to provide better heat transfer for critical components. <br />• When feasible, SLAC reconditions oil by removing particulates and moisture and <br />returning it to electrical equipment. <br />• Where appropriate, air-cooling is used to cool dielectric oils and electrical <br />equipment. <br />SLAC has implemented, and will continue to implement, such measures where <br />technically and economically feasible. <br />Oils from mechanical equipment such as pumps and compressors and from machining <br />equipment are usually changed in accordance with equipment requirements and <br />performance. <br />SLAC continues to improve the service life of its electrical equipment; however, results <br />are not measurable at this time since incremental improvements do not result in <br />immediate reduction in waste generation at this time. The variation in the quantity of oil <br />generation in 2010 (5,472 pounds) was significantly less than 2006 (28,207 pounds), due <br />largely to differences in the size and quantity of equipment serviced. It is expected that <br />this waste quantity will vary from year-to-year, but will decrease over the long term as a <br />result of continuous improvements in operations and equipment servicing. <br />For LBNL <br />6.3 Service and repair of heavy machinery. oumns and other equipment <br />This waste stream is generated throughout LBNL as a result of maintenance of equipment <br />such as heavy machinery, pumps, etc. <br />The generation of this waste stream has been reduced by more than 82% since 1994. The <br />remaining oil generated at LBNL is recycled. Source reduction measures already <br />implemented include closing of the on site motor pool, purchase of oil -less pumps, <br />installation of cyclone dewatering devices on some tanks, and optimization of oil <br />consolidation strategies at waste accumulation areas. <br />Additional oil less pumps have been implemented during last eight years. Routine oil <br />generation has also been reduced. The 2010 rates are slightly elevated over the 2006 <br />rates since numerous transformers were serviced, thus contributing to the oil generation <br />rates.
