3. Building 801 Flash X -Ray (FXR) Hydrodynamics Diagnostics Bunker and Contained Firing Facility (CFF) The function of Building 801 includes overseeing stockpiled weapons and conducting mock trials on experimental weapons. The CFF was designed to conduct non-nuclear high -explosive experiments in support of the nation's Stockpile Stewardship Program. The RCRA hazardous waste produced at this building is photo -processing chemicals which are contained in two rooms within the building. The inspectors were not able to gain access to the rooms due to remote operations being conducted at the time of the inspection. 4. Explosive Waste Treatment Facility (EWTF) The inspectors were shown two separate areas for explosive waste treatment. In the first area, the inspectors were shown a control room for two open burn pads and a detonation pad used for waste treatment. The inspectors also observed three groundwater monitoring wells at one of the open burn pads. At the second area, the inspectors were shown one open burn pad and one open burn cage. The inspectors were also shown a hazardous waste storage unit that was empty. The inspectors did not observe any potential RCRA violations in the EWTF areas. 5. Buildiny, 875 — Heavy Equipment Maintenance Area Next the inspectors visited the area in which large equipment such as trucks are maintained and repaired. Inside Building 875 the inspectors observed a mostly empty aerosol can of CRC Brakleen (brake parts cleaner) in a garbage can. A facility representative promptly removed the aerosol can from the garbage and placed the container in a nearby flammable storage locker. The inspectors were told that Site 300 uses a ChemTrack bar code system to ensure proper management of chemicals and that in this case the system was not followed. It was unclear if the aerosol can was hazardous waste so the inspectors requested that Site 300 send EPA the material safety data sheet (MSDS) for the product. The MSDS specifies that the dispensed liquid product is a RCRA hazardous waste for the characteristic of ignitability and that aerosol containers should be empty and depressurized before disposal. Directly outside Building 875 the inspectors observed 2 blue wooden boxes with hinged lids where used lead -acid batteries are stored. Affixed to the first box was a label designating the contents as excluded recyclable material. Within the first box the inspectors noted several used lead -acid batteries which were properly dated and the battery terminals were covered with electrical tape (see photograph at the top of the next page on the left). Although the second box was supposed to be empty, upon examination the inspectors found one used lead -acid battery which was unlabeled (see photograph at the top of the next page on the right).
