90 -Day Storage Area <br />The 90 -day storage area is used for <br />characterization of hazardous waste after <br />transportation from other Site 300 locations <br />(see photograph to the right). It takes on <br />average two to three days to characterize <br />the waste, generate the appropriate <br />paperwork and approvals to transfer the <br />hazardous waste to the other section of the <br />waste accumulation area to be stored until <br />the hazardous waste is manifested off-site. <br />If the hazardous waste needs to be analyzed <br />by the laboratory, it may take about 30 days <br />to move the container to the adjoining section. <br />All of the containers were labeled appropriately including accumulation start dates. The <br />inspectors observed fire extinguishers staged outside of the locked gate and an eyewash <br />shower unit in each section. The inspectors also observed weekly inspection logs and a <br />daily in -use log. No potential violations were observed in the 90 -Day Storage Area. <br />Permitted 1 -Year Storage Area <br />Record Review <br />The second section of the waste <br />accumulation area is the area where waste is <br />stored prior to transportation off-site (see <br />photograph to the left). All of the containers <br />were appropriately labeled and closed. The <br />containers all had secondary containment <br />and the floor of the concrete pad was free <br />from cracks and spills. The inspectors did <br />not observe any potential RCRA violations <br />in the Permitted 1 -Year Storage Area. <br />Site 300 is a Large Quantity Generator and a California permitted hazardous waste <br />storage facility. The inspectors requested to review the documentation necessary to <br />operate such a facility in California. The documents requested included hazardous waste <br />manifests from the past year, Land Disposal Restriction Notifications, a copy of the <br />recently submitted 2009 Biennial Report, the facility contingency plan, the facility <br />W <br />
