May 5,2015 <br /> French Camp, CA Page 7 of 41 <br /> SIGNIFICANT FINDINGS (CONT'D.) <br /> Aboveground Outside Bulk Storage Tank Facility (CONTD.) <br /> TANK: The Storage Tank was constructed in 2006 (per data plate) and is fillet welded <br /> at the corners. The tank stores used oil and has a capacity of 1,000 gallons (nominal). <br /> The Storage Tank is used as a collection tank. Used oil is pumped from collection boxes <br /> and drums which are manually moved from the Service Shop to the Used Oil Transfer <br /> Shed ("Transfer Shed"), which is located adjacent to the Storage Tank. The used oil is <br /> then pumped from the collection boxes and drums and transferred via 10 feet of carbon <br /> steel piping and industrial hose into the fill nozzle on top of the Storage Tank. No repairs <br /> are required. <br /> Thickness readings on the secondary shell measured from 0.129 inch to 0.135 inch <br /> (nominal thickness is 0.134 inch / 10 Gauge). <br /> Thickness reading on the primary tank shell north panel only (accessed through the 6-in. <br /> secondary containment emergency vent coupling) measured from 0.127 inch to 0.130 <br /> inch (nominal thickness is 0.134 inch / 10 Gauge).. <br /> Visual testing (VT) inspection and Ultrasonic testing (UT) found the tank in serviceable <br /> condition. The secondary tank shell was recently re-coated and was found in <br /> acceptable condition. <br /> SECONDARY CONTAINMENT EVALUATION (Bulk Storage Tank Facility): The <br /> Storage Tank was constructed to UL 142 design standard and is of double-wall <br /> construction meant to act as a self-containing system in case the primary tank were to <br /> fail. <br /> Since the Storage Tank is double-wall, the need for separate spill capacity around the <br /> tank does not apply. These details meet the requirements for secondary containment <br /> per EPA regulations for the maximum 72-hour clean-up period for spills. <br /> In addition, the Storage Tank is outside and the need to evaluate for rainfall or other <br /> runoff accumulation per the EPA 25-year, 24-hour maximum rainfall / runoff <br /> accumulation requirement for the surrounding area does not apply due to the double wall <br /> construction.
