The area noted by the hazardous waste storage area where "dark oily staining" was present is a staging <br /> area for equipment being repaired by the shop. Some of this equipment being repaired has been <br /> brought in for fluid leaks.When leaking equipment is brought to this area absorbent is used to collect <br /> any fluids as well as drip pans being placed under the equipment. Even though fluids have been <br /> collected with absorbent, staining will still be present from fluids that have contacted the asphalt prior <br /> to absorbents being used.The "free standing"liquid as noted in the provided pictures was not oil or <br /> automotive fluids.That area leading to the sump where the picture was taken is an area where liquids <br /> flow from various areas in the vicinity; water lines,gutters, etc.Therefore, blown in soils accumulate as <br /> well as liquid. Standard practice is to have absorbent booms placed around any sump that may have the <br /> possibility of oil residue being washed into it as noted in the background of picture 10 of 99. <br /> Regarding the corroded piping and pitted and deteriorated concrete areas outlined in the summary; in <br /> place is a maintenance program that includes replacing, repairing and painting piping at the facility and <br /> maintaining concrete and asphalt. Numerous projects have been completed over the past years to <br /> improve the integrity of the paved and concrete areas as well as preventative maintenance replacing <br /> piping and valves. <br /> Item#16:Failed to maintain spill control equipment. <br /> This observation was for secondary containment pallets having residual oils in the bottom.This item was <br /> not noted on the original inspection report but received on April 14, 2010 Summary of Violations. <br /> Secondary containment pallets have been cleaned out and will be inspected routinely for accumulation <br /> of material. The secondary containment pallets have significantly more capacity than required to <br /> contain one 55-gallon drum of oil. At no time was the ability of the containment to control a spill <br /> compromised by the small amount of oil present in the containment pallet. <br /> Item#19:Stored hazardous waste on site longer than 90 without a permit or authorization. <br /> One of the observations was for the Silver Photo Fixer Solution that was accumulated next to the print <br /> shop in a satellite accumulation area and within allowable accumulation time limits.This satellite <br /> accumulation area was deemed not adequate by the SJCEHD due to it being outside a door and not in <br /> direct control of the print shop at all times.The drum of Silver Photo Fixer Solution was properly <br /> disposed on July 9, 2009.The satellite accumulation area has since been moved inside the building, in <br /> the work area and in direct control of the print shop. <br /> The other noted items on the Summary of Violations have been properly disposed of: <br /> 1-5 gallon bucket of"dark oily liquid" in bone yard was disposed of on 8-27-2009 <br /> 1 small plastic container of perchloric acid was disposed of on 3-22-2010 <br /> 1-5 gallon bucket of hydraulic oil was disposed of on 8-27-2009 <br /> 1-55 gallon drum of aerosol was disposed of on 12-28-09; satellite accumulation start date was 1-31- <br /> 2009. <br />
