stockpiled soils This data suggests that alternative methods of handling the stockpiled soils and
addressing the remaining hydrocarbon impacted soils in the excavation area should be pursued
' to determine if the soils can simply be removed rather than resorting to the time consuming
installation and operation of a SVE system
' Therefore, it is proposed to place the original concept of the SVE installation on hold and pursue
the course of action listed below
' • Continue with quarterly monitoring of all six monitor wells (five wells onsite and one
offsite) Analyze the samples per San Joaquin County EHD program except for the
requirement for total lead and fecal coliform analysis Pecause of the highly variable
' ground chemical concentrations observed in all wells at in the past, it wou d
be emature o consider additxonfsuw—well_ms southeast at
thi is not recommended to continue total lead and fecal coliform analysis as the
' data is not contributing to further development of the remedial program
Collect soil samples from the core of the existing soil stockpile to ascertain if the entire
' stockpile character is similar to the previously acquired data from the shallow soil
samples
' O Excavate and stockpile separately the soil from the vicinity of sample location S-2 in the
tank excavation area which showed the presence of hydrocarbon concentrations and
resample soil beneath the newly excavated area It should be noted that removal of soil
during this effort could jeopardize the stability of the soil supporting the existing building
and result in uneven settling of the building
' If the impacted soils remaining in the excavation area are successfully removed, the
excavation would be backfilled with clean soil and the area restored to existing grade
' Handling and disposal of the excavated soils would be completed according to the
concentrations of hydrocarbons found in the soils.
' If the previously stockpiled soils are found to be free of elevated hydrocarbon
concentrations, the soils will be used ether as fill for the tank excavation area or will be
used elsewhere as fill If hydrocarbon concentrations remain above a level of concern
' by the County, handling and disposition appropriate to the level of hydrocarbons
remaining will be arranged
' The details of this revised remedial outline are discussed in the following sections
3.2.1 Additional Stockpile Sampling vvVVj\ G
' The stockpile of soils is approximately 12 feet wide, 40 feet long and 9 feet high A sample
PP Y
program will be conducted to take samples of the interior of the pile to assist in characterizing
the nature of the entire stockpile Sampling of the core of the stockpile will be accomplished
6,1 by boring into the side of the stockpile approximately 3 feet above the base at three locations
and retrieving samples from approximately 4 feet into the pile Additionally, one sample will
' be retrieved from a separate boring at a "depth" sufficient to be at the center of the pile To
' S17 MPmAREG3QTR WP 11 11i13
