1
MAY 272016
_:s'v ^+,•a err -
• Other materials identified in the inspection included residual liquids stored in 9
poly tanks, and a white sold material left in the former potash auger and dust
filter housing. These materials were identified as liquid fertilizer product and
potash fertilizer, respectively. Since these materials have economic value, and
can be used directly as a fertilizer in their current state without any chemical or
physical modifications, they were recovered and transferred from Jack Tone for
agronomic use.
Items 202 and 301:
• On 3 March 2016, the white staining on bare soil was removed via shoveling and
scraping in all affected areas, including the area north of the former tank farm,
and the drainage ditch inside the north property boundary. This material was
stored in plastic-lined roll-off bins, sampled, and tested by Zalco labs. After
review and approval from Republic Services, the contaminated soil was shipped
as non-regulated material to their Forward Landfill, located at 9999 E. Austin
Road, Manteca CA. Enclosed are the shipping manifests, the Republic Services
Special Waste profile, and the Zalco lab report.
• On 3 March 2016, oil-stained soils were dug up and placed in covered 55-gallon
drums. Samples were collected and analyzed by Zalco labs. After review and
approval, the waste was picked up by Kern Oil Filter Recycling, LLC, as a non-
RCRA hazardous waste, solids (oil and dirt). Enclosed are the uniform
hazardous waste manifest, an acceptance letter from the designated facility, and
the Zalco lab report.
Item 3010:
• The former diesel tank was cleaned on 15 January 2016, and shipped off for
disposal on 4 April 2016. Documentation was previously sent to you in a letter
dated 7 April 2016. Included was the Hazardous Waste Tank Closure
Certification form, the Certificate of Triple Rinsing from the contractor, a rental
receipt for a multi-gas detector, a Hazardous Waste Manifest for disposal of the
rinse water, and a Disposal Certificate for the tank.
• The 29,000-gallon liquid fertilizer tank (tank#32) was cleaned of all product
residue on 28 April 2016, and was closed in place. This tank is owned by the
property landlord, Steve Giannecchini. Prior notification of the cleaning was
emailed to you on 27 April 2016. Enclosed is a Hazardous Waste Tank Closure
Certification form prepared by the contractor, MP Environmental.
• The 9 poly tanks discussed under Item 102 above were washed out and
removed from the site. Since the tanks contained liquid fertilizer product, and not
a hazardous waste, they do not fall under 22 CCR 67383.3, and therefore, do not
require a closure certification form.
.bA i..1.J..I..iii..rJ..i.1.J..L♦ii+iJ'111:4J.1♦1+.1.1+'111ii'1+1+i.RyiRI•+,•J,J,I
