WASTE DISCHARGE REQUIREMENTS ORDER NO. 11- <br /> KEARNEY-NATIONAL, INC. AND UPRIGHT CONSTRUCTION <br /> FORMER KEARNEY-KPF FACILITY <br /> GROUNDWATER TREATMENT AND DISPOSAL SYSTEM <br /> SAN JOAQUIN COUNTY <br /> d. The Discharger shall submit a technical report to the Regional Board and the DTSC,prior <br /> to the end of the fourth month of full scale operation of the treatment system. The report. T <br /> shall include an analysis of the waste characterization data colleted during the first three <br /> months of operation, a summary of the data, and a determination if the influent to and/or <br /> effluent from the air stripper contains previously unidentified constituents of sufficient <br /> magnitude either to pose a treat to water quality and/or to affect the treatment effectiveness <br /> of the air stripper. In the event that significant levels of previously unidentified pollutants <br /> are detected, the report shall include recommendations on the continued operation of the T <br /> groundwater treatment system, possible treatment plant modifications, and an assessment l� <br /> of the impacts to the beneficial uses of the receiving water due to the discharge. <br /> e. Within nine months of beginning full scale operation of the complete groundwater treatment <br /> system,the Discharger shall submit to the Regional Board and the DTSC a system <br /> evaluation report. The system evaluation shall determine if the performance monitoring T <br /> well network provides sufficient hydrologic and water quality data to accomplish the 1 <br /> following objectives: <br /> i. Monitor water levels and water quality within the permeable zone screened by the <br /> extraction wells and within overlying and underlying zones. <br /> ii. Verify that the capture zones of individual extraction wells overlap (i.e., no gaps exits), <br /> and that offsite migration of contaminants is being eliminated in the vicinity of the <br /> extraction field. <br /> iii. Monitor water levels and water quality around the injection well(s) to determine if the <br /> discharge of treated groundwater in this area significantly affects groundwater <br /> contamination migration patterns. <br /> iv. Operate the groundwater extraction and injection system in the most effective manner. <br /> 2. The Discharger shall comply with the attached MRP No. , which is part of this <br /> Order, and any revisions thereto as ordered by the Executive Officer. <br /> 3. The Discharger shall comply with the"Standard Provisions and Reporting Requirements for T <br /> Waste Discharge Requirements," dated 1 March 1991,which are attached hereto and by 1 <br /> reference a part of this Order. This attachment and its individual paragraphs are commonly <br /> referenced as"Standard Provision(s)." <br /> 4. The Discharger shall use the best practicable cost-effective control technique(s) currently <br /> available to comply with discharge limits specified in this Order. <br /> 5. The Discharger shall notify the Regional Board and the DTSC within 24 hours of any <br /> unscheduled shutdown of the groundwater treatment system. This notification shall include <br /> E <br />
