(Kearney) for the <br /> Kearney-KPF facility at 1624 East Alpine Avenue in Stockton. The Report describes optimization of <br /> the groundwater extraction and treatment system and testing results, and proposes to move into <br /> full-scale remediation. <br /> Regional Board staff concurs with the recommendation to move into full-scale remediation. Prior to <br /> commencing full-scale operations, review Discharge Specifications B.3.c and B.4 and Provisions E.Lb <br /> and E.l.c. of Waste Discharge Requirements Order No. 5-01-269. By 14 May 2004, submit a technical <br /> report of the first four months of full-scale system operation as described in Provision E.Lb.
