A <br /> • <br /> MONITORING AND REPORTING PROGRAM NO. 5-01-269,Revision 2 -2- <br /> KEARNEY-NATIONAL,INC.AND ALPINE BUILDERS,INC. <br /> FORMER KEARNEY-KPF FACILITY <br /> GROUNDWATER TREATMENT AND DISPOSAL SYSTEM <br /> SAN JOAQUIN COUNTY <br /> SYSTEM START UP MONITORING <br /> Once the new system is installed, the Discharger shall collect samples from the groundwater influent <br /> and the treated water exiting each of the treatment vessels. Sampling will occur at system startup, after <br /> one, four, 12, and 24 hours of operation, weekly for the first month, and then monthly, thereafter. <br /> Samples will be analyzed by a State certified laboratory for volatile organic compounds, including <br /> 1,4-dioxane. The Discharger shall report these results as outlined in the Provision E.Lb. of Waste <br /> Discharge Requirements Order No. 5-01-269. <br /> FULL SCALE SYSTEM OPERATION MONITORING <br /> Effluent Monitoring <br /> The effluent samples shall be collected from the exiting sample port of the final treatment vessel prior <br /> to discharge for the following analyses: <br /> Type of Sampling Reporting <br /> Constituent Units Sample Frequency Frequency <br /> Volatile Organic Compounds 1,2 µg/1 Grab Monthly Quarterly <br /> Electrical Conductivity(Field) µmhos/cm Grab Monthly Quarterly <br /> Total Dissolved Solids mg/l Grab Monthly Quarterly <br /> pH(Field) pH units Grab Monthly Quarterly <br /> Temperature (Field) 'Celsius Grab Monthly Quarterly <br /> Total Volume of Water Treated Gallons Continuous Monthly Monthly <br /> Flow Rate at Time of Sampling gpm Grab Monthly Monthly <br /> Average Flow Rate (since last sampling) gpm Continuous Monthly Monthly <br /> 1 Required analytical method shall be either USEPA Method 8260B or 8021B. The maximum detection limits must meet the <br /> lowest reporting limit in the State Water Resources Control Board Policy for Implementation of Toxics Standard for Inland <br /> Surface Waters,Enclosed Bays and Estuaries of California(Appendix 4,minimum levels)or Department of Health Services <br /> detection limits for purposes of reporting(DLRs). <br /> 2 Analysis must include 1,4-dioxane which shall be analyzed be either USEPA Method 8260B or 8270C. <br /> Injection and Infiltration Monitoring <br /> During the discharge of treated groundwater into the deep zone well INJ-1, infiltration basin, shallow zone <br /> wells KPS-5, SMW-1, SMW-2, SMW-4, SMW-5, TP-IA, and TP-3A, and/or intermediate zorte wells <br /> KEW-lU and KEW-2U, the following monitoring program shall be conducted: <br /> Type of Sampling Reporting <br /> Constituent Units Sample Frequency Frequency <br /> Total Volume of Water Injected gallons Continuous Monthly Monthly <br /> Injection Rate at Time of Sampling gpm Grab Monthly Morkthly <br /> Average Injection Rate(since last sampling) gpm Continuous Monthly Monthly <br /> Pressure at Time of Sampling psig Grab Monthly Monthly <br /> Water Level after injection 0.01 feet msl Grab Monthly Monthly <br />
