Monroe St., Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> 605. A 55 gallon black steel drum of used oil and a yellow plastic container of used oil for draining oil <br /> filters were observed in the north shop without labels. A 30 gallon white poly drum of used oil was <br /> observed in the south shop with a start date of August 1, 2010; according to Mr. Markowitz, no <br /> hazardous waste was brought to the shop when they moved. A 55 gallon black steel drum of used oil <br /> behind the shop and a 55 gallon white poly drum of used oil in the south shop were observed without <br /> labels. All hazardous waste containers shall be marked with the following information: <br /> 1. the words "Hazardous Waste" <br /> 2. name and address of generator <br /> 3. hazardous properties (flammable, corrosive, reactive, toxic) <br /> 4. physical state (liquid, solid) <br /> 5. composition (contents) <br /> 6. accumulation start date <br /> Immediately label these containers properly and ensure that all hazardous waste containers are marked <br /> with all of the required information. <br /> 610. Drained used oil filters were observed in the open secondary containment for a used oil drum in the <br /> north shop. A 55 gallon drum of drained used oil filters was observed behind the shop without an <br /> accumulation start date. Used oil filters must be stored in a closed, rainproof container, labeled as <br /> "drained used oil filters," and marked with an accumulation start date. Immediately containerize and <br /> label the drained used oil filters, and ensure that all used oil filters are managed in this way. <br /> 703. An emergency coordinator and modified contingency plan information is lacking. There must be at <br /> least one emergency coordinator on site or on call to coordinate emergency response measures, and <br /> the following information must be posted by a phone: the name and phone number of the emergency <br /> coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the <br /> phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an <br /> emergency coordinator and post the required information by a phone. A form is provided that can be <br /> used for this purpose. Submit proof of correction to the EHD by April 15, 2012. <br /> 703. At the time of inspection, it could not be demonstrated (not necessarily documented) that <br /> employees who handle hazardous waste were properly trained. According to Mr. Markowitz, training <br /> was last conducted 3-4 years ago at the old location. The generator must ensure that all employees <br /> who handle hazardous waste are thoroughly familiar with proper waste handling and emergency <br /> procedures.
