American Street <br /> Stockton CA 95205 <br /> On January 9, 1997 San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) issued a final directive to the responsible party (RP) of the above <br /> referenced site to submit a work plan to perform a soil and groundwater investigation by <br /> January 24, 1997. To date, this office has received no work plan from the RP. <br /> Between April 1989 and August 1990 three underground storage tanks (UST) were removed <br /> from this site. Soil samples collected from beneath the tanks evidenced petroleum <br /> hydrocarbon contamination. On April 6, 1993 a grab water sample was collected. Analytical <br /> results reported petroleum hydrocarbon impact to groundwater. In August 1997 one <br /> groundwater monitoring well was installed on site. The well was sampled once, analytical <br /> results showed 52,000 µg/1 TPHg and 46 µg/I benzene. A municipal water well (Station 30) <br /> maintained by California Water Service is located two blocks north of the site. <br /> PHS/EHD considers the responsible party of this site to be recalcitrant. Their history of non- <br /> compliance with County directives extends from February 15, 1990 to the present. A <br /> potential buyer of the property paid for site work that was performed during 1993 and the well <br /> installation in 1997. In addition, in December 1992 the responsible party pled guilty to <br /> violations of the Health and Safety Code and Business and Professions Code for applying <br /> the compound Simple Green to petroleum hydrocarbon contaminated soils. This action led <br /> to the September 1995 rejection of his application to the State Water Resources Control <br /> Board Cleanup Fund. <br /> PHS/EHD is referring this site to the Regional Water Quality Control Board for enforcement <br /> action. Enclosed is a chronology of activities relating to the site.
