CHRONOLOGY
SEIBOLD CORPORATION
820 AMERICAN STREET
STOCKTON CA 95205
03/31/89 Scheduled removal of one 8000-gallon gasoline tank. Tank removal was
not completed because of violations made to the approved removal plan.
Apparent attempt by the property owner to disguise the location of the
dispenser, the piping was not removed, insufficient dry ice was provided
to properly inert the tank and the backhoe was not big enough to lift it.
04/03/89 Tank#3, 8000-gallon regular gasoline, removed this date. Contamination
was noted under the dispenser.
07/26/89 Site placed in the Local Oversight Program this date. NOR sent to RP.
11/00/89 Reported over-excavation of tank #3 dispenser area. PHS/EHD was not
notified to perform an inspection of the work.
01/18/90 PHS/EHD requested a Soil Remediation Plan/Preliminary Report be
submitted.
03/0190 Tank #3 dispenser area re-excavated. Laboratory results positive for
petroleum hydrocarbons in the soil samples.
Tank#1, 2,000-gallon regular gasoline, removed this date also. Strong
hydrocarbon odor noted in soil beneath the tank. Analytical results were
positive for petroleum hydrocarbons.
08/07/90 Tank#2, 1,000-gallon diesel, removed this date. Laboratory results were
positive for petroleum hydrocarbons.
10/22/90 PHS/EHD again requested that a Soil Remediation Plan/Preliminary
Report be submitted (14-day letter).
11/07/90 Preliminary Report— Soil Sampling submitted this date.
05/24/91 Re-excavation of tank#2 area. PHS/EHD questioned the location of the
sampling and condition of the samples, which were wet. High depth to
groundwater is 30-feet bsg, the samples were collected at 15-feet bsg.
PHS/EHD did not accept the sample results as being representative of
site conditions. Analytical results were all non-detect, except for total Pb.
02/15/91 PHS/EHD requested submittal of a work plan by 03/15/91 and a PIER by
05/15/91.
08/02/91 PHS/EHD directive to submit specific information regarding the site and to
submit the previously requested PIER by 11/02/01.
