San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax: (209) 468-3433 Web:www.sjgov.org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> LPS WATER CUTOWER PARK MARINA 14900 W HWY 12 , LODI August 19, 2016 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II, or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> -Oily staining and an oily rag were observed in a shed just outside the gate to the waste treatment plant. <br /> -Aluminum sulfate was observed leaking from piping and pumps at the clarifier plant <br /> -An unknown white liquid was observed on the ground at the clarifier plant. <br /> -Dried aluminum sulfate residue was observed on the outside top and sides of the aluminum sulfate tank in the water <br /> treatment shed at the clarifier plant. <br /> -White staining and etching was observed on the concrete around the sodium hypochlorite and aluminum sulfate <br /> tanks in the water treatment shed at the clarifier plant. <br /> -White solids were observed leaking from the piping in the clarifier plant and on the ground around the piping. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. Immediately fix leaks, <br /> clean all chemical accumulations, clean all stained/contaminated soil, and manage according to Title 22 hazardous <br /> waste regulations. Submit a statement and supporting documentation explaining how these wastes weremanaged. <br /> This is a Class II violation. <br /> 302 CCR 66262.34(d)(2) Failed to maintain required emergency equipment. <br /> Absorbent was not found on site. All facilities shall be equipped with an internal communication or alarm system, a <br /> device capable of calling outside emergency help, spill control equipment, and decontamination equipment at all <br /> times. Immediately provide absorbent and spill response equipment and maintain on site. <br /> This is a Class Il violation. <br /> 303 CCR 66262.34(4)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> -The eyewash/shower station at the the clarifier plant was not working. <br /> -The eyewash/shower station at the filter plant was not connected to water. <br /> All facility communications or alarm systems, fire protection equipment, spill control equipment, and decontamination <br /> equipment, where required, shall be tested and maintained as necessary to assure its proper operation in time of <br /> emergency. Immediately begin this practice. <br /> This is a Class II violation. <br /> 401 CCR 66262.34(d)(2) Failed to store hazardous waste in a container that is in good condition. <br /> Damage was observed on the outside of the sodium hypochlorite tank and the inside of the secondary containment at <br /> the liquid level for the sodium hypochlorite tank in the water treatment shed at the clarifier plant. Hazardous waste <br /> shall be stored in a container that are in good condition. Immediately transfer all hazardous wastes into containers <br /> that are in good condition or have hazardous wastes properly disposed of by a licensed hazardous waste hauler <br /> under a proper manifest. <br /> This is a Class II violation. <br /> Page 6 of 9 <br />
