Copies of universal waste disposal records were not found on site. A generator of universal waste (batteries, mercury containing equipment, lamps/bulbs, electronic devices, CRTs, CRT glass, aerosol cans) shall keep a record of each shipment of universal waste on site for at feast three years. The record may take the form of a log, invoice, manifest, bill of lading, or other shipping document, and shall include the following: - Name & address of destination facility - Quantity & type of universal waste - Date of departure/shipment Begin this practice immediately. 910. This facility is puncturing aerosol paint cans. No written procedures were available on site for this activity. A universal waste handler may process a universal waste aerosol can to remove and collect the contents if the handler ensures that the processing operations are performed safely by developing and implementing a written operating procedure detailing the safe processing of universal waste aerosol cans. This procedure shall, at a minimum, include the following: 1. type of equipment to be used 2. operation and maintenance of the unit 3. segregation of incompatible wastes 4. proper waste management practices, including ensuring that flammable wastes are stored away from heat and open flames 5. waste characterization Immediately cease the puncture of universal waste aerosol cans, or develop written procedures for this process and submit a copy of these procedures to the EHD by November 18, 2012. 912. No notification has been made to the EHD for the puncturing of aerosol cans. A universal waste handler that processes universal waste aerosol cans shall, no later than the date on which the activity is first initiated, submit a notification, in person or by certified mail, to the EHD. Each notification shall be completed, dated, signed, and shall include: ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE..
