From the material list and a site inspection performed <br /> by the undersigned on July 11 , the initial potentially <br /> problematical materials appear to be asbestos related. <br /> Therefore, Spreckels Sugar has undertaken a moistening program, <br /> wherein the site is misted daily to prevent dust from blowing <br /> off-site. The amount of water used to mist is carefully <br /> controlled to prevent runoff. <br /> Spreckels Sugar is presently implementing a site specific <br /> hazardous material training program for its personnel in order <br /> that initial segregation of materials may be performed. <br /> The initial segregation of materials is planned to commence on <br /> July 18, 1988 . In the initial segregation, personnel will <br /> continue the site misting program while removing sheet metal, <br /> wood and equipment . These materials constitute normal building <br /> debris and would be stored in a covered bin immediately north of <br /> the fire site . The personnel would wear respirators and <br /> coveralls approved for asbestos related work. Liquid chemical in <br /> partially opened containers would be segregated into drum storage <br /> immediately north of the burn area. Dry chemical, dust and ash <br /> below large debris will be covered with a sealant to prevent air <br /> release after removal of building debris . <br /> After completion of the initial segregation and stabilization of <br /> the site, an assessment would be made of the contamination <br /> present in the various building, spill and stockpile areas . <br /> Records indicate that the building housed three separate material <br /> storage areas . These areas, termed the east third, middle third <br /> and west third, are described as follows : <br /> 2 AT/J M M <br />
