Spreckels Sugar Manteca, California JOB 88022 <br /> East Third: The east third contained primarily non-asbestos <br /> related pipe insulation materials . <br /> Middle Third: Most chemicals and potentially hazardous materials <br /> were stored in the middle third of the building. These materials <br /> included bagged asbestos and lab chemicals . The bagged asbestos <br /> was previously removed pipe insulation material. <br /> West Third: The west third contained soda ash, caustic beads, <br /> resins, sand and Portland cement. <br /> Two spill areas are apparent. The first, about 20 by 60 feet in <br /> plan, is immediately south and west of the burn site. The area <br /> is well marked by white salt crystals . The second, about 10 by <br /> 170 feet, is further south and west of the building and consists <br /> of a shallow soil seepage area due to water runoff. <br /> Discoloration is minimal . <br /> Two stockpile areas will be constructed. The first will consist <br /> of normal building debris in a covered bin or bins . The second <br /> will consist of drum storage of various liquid chemicals . Liquid <br /> chemicals will not be mixed. <br /> From the standpoint of potentially hazardous materials, there are <br /> four general categories . The first category is friables, <br /> including asbestos ; testing would entail microscopic evaluation <br /> of samples. The second category is metals, including lead and <br /> chromium; testing would include Title 22 TTLC procedures for lead <br /> and chromium. The third category is volatiles, including a <br /> number of lab chemicals ; testing would include EPA 8010 . The <br /> fourth category is acids or bases, testing would include pH on <br /> saturation extracts. <br /> The following test schedule lists the tests to be performed in <br /> each forementioned area: <br /> Area Number of Tests Tests <br /> East third 1 Asbestos, pH <br /> Middle third 2 Asbestos, PH, Pb, Cr, 8010 <br /> West third 1 PH, Pb, Cr <br /> White Spill 2 Asbestos, PH, Pb, Cr, 8010 <br /> Wet Spill 2 Pb, Cr, 8010 <br /> Debris Bin 2 Asbestos <br /> Samples would be obtained by the undersigned in accordance with <br /> standard chain of custody procedures . Tests would be performed <br /> by an independent laboratory certified by the State Department of <br /> Health Services for the specific test procedure. <br /> 3 <br /> AT/JMM <br />
