Page 2
EXHIBIT III
STAGES 3, 4 AND 5 - Critical
STOP SLICE, STOP PRODUCTION TO BINS AND STOP LIQUIDATION.
Do not remove any sugar from the sugar end until extent of
contamination is determined. Post guard and rope off the area.
Collect all liquid PCB as soon as possible and place in D.O.T.
type E, tested 55 gallon drums. Have sufficient quantity of
oil absorbant material and D.O.T. type H, tested 55 gallon drums
to soak up material .
GENERAL COMMENTS
1 . All personnel used as guards must be a part of the PCB spill
crew and so trained.
2. All uncontaminated granulated sugar or syrup must be removed
from factory as soon as possible in order to reduce risk of
contamination.
3. Production to bins must be stopped whenever any PCB fluid is
on the outside of any sump area or drip pan of all transformers
and capacitors in factory.
4. Liquidation will be continued until any liquid PCB is out of
the sump area.
5. All contaminated sugar will be placed in appropriate drums.
6. Once liquidation has stopped and extent of PCB contamination
determined, then that syrup will be placed in the appropriate
drums.
7. No contaminated syrup will be boiled in any uncontaminated pan
nor will any contaminated sugar be placed on an uncontaminated
1st floor sugar end.
All molasses pumping will be stopped until it can be safely
done so in order not to contaminate storage tank.
9. No contaminated molasses shall be allowed to be shipped to
another factory or put on pulp.
Plug all drains going to waste to avoid any chance of
contamination.
