Page 2 <br /> EXHIBIT III <br /> STAGES 3, 4 AND 5 - Critical <br /> STOP SLICE, STOP PRODUCTION TO BINS AND STOP LIQUIDATION. <br /> Do not remove any sugar from the sugar end until extent of <br /> contamination is determined. Post guard and rope off the area. <br /> Collect all liquid PCB as soon as possible and place in D.O.T. <br /> type E, tested 55 gallon drums. Have sufficient quantity of <br /> oil absorbant material and D.O.T. type H, tested 55 gallon drums <br /> to soak up material . <br /> GENERAL COMMENTS <br /> 1 . All personnel used as guards must be a part of the PCB spill <br /> crew and so trained. <br /> 2. All uncontaminated granulated sugar or syrup must be removed <br /> from factory as soon as possible in order to reduce risk of <br /> contamination. <br /> 3. Production to bins must be stopped whenever any PCB fluid is <br /> on the outside of any sump area or drip pan of all transformers <br /> and capacitors in factory. <br /> 4. Liquidation will be continued until any liquid PCB is out of <br /> the sump area. <br /> 5. All contaminated sugar will be placed in appropriate drums. <br /> 6. Once liquidation has stopped and extent of PCB contamination <br /> determined, then that syrup will be placed in the appropriate <br /> drums. <br /> 7. No contaminated syrup will be boiled in any uncontaminated pan <br /> nor will any contaminated sugar be placed on an uncontaminated <br /> 1st floor sugar end. <br /> All molasses pumping will be stopped until it can be safely <br /> done so in order not to contaminate storage tank. <br /> 9. No contaminated molasses shall be allowed to be shipped to <br /> another factory or put on pulp. <br /> Plug all drains going to waste to avoid any chance of <br /> contamination. <br />
