White, Mr. Nash, <br /> and Mr. Spano met at the &1 Rancho Mobile Home Park with a committee of <br /> Manteca citizens concerned about the odors from Spreckels Sug-ar. It was <br /> apparently this group which had brought the odor problem to Assemblyman <br /> Perino's attention. The committee stated that the Manteca residents which <br /> they represent had endured the odors from Spreckels Sugar long enough and <br /> that they had now united to seek a means of abating the odors which they . <br /> considered a nuisance. One member of the committee also complained about . <br /> fugitive beet pulp d-ast being carried into the air by the wind. The <br /> committee also expressed its concern about the effects of the emissions from <br /> Spreckels on the health of the people in receptor areas. <br /> Mr. Johnson c` he ARB explained to the committee that action to abate <br /> odor nuisances must be initiated by filing complaints with the appropriate <br /> regulating agency. He further recommended that complaints be filed with <br /> the San Joaquin County Air Pollution Control District since the local <br /> District has the rrima'y responsibility for controlling air pollution from <br /> stationary sources: On May 9, 1977 the Air Resources Board followed up its <br /> investigation with a letter to the Distpict recommending that complaints <br /> received by the District be forwarded to the District Attorney for proper <br /> disposition. As a result, the District transmitted the first four complaints <br /> which it received to the District Attorney on May 25, 1977. The District <br /> Attorney's staff has the background and experience to properly investigate <br /> the complaints and to pursue any legal remedies deemed appropriate through <br /> the courts. <br /> (10) <br />
