Significant spills or leaks include, <br /> but are not limited to; releases of oils-or hazardous substances in excess of reportable quantities <br /> (RQ) under Section 311 of the Clean Water Act (40 CFR 110.10 and 40 CFR 117.21) or Section <br /> 102 of the Comprehensive Environmental Response, Compensation, and Liability Act <br /> (CERCLA) (40 CPR 302.4). <br /> 5.3. Identification of Past Spills and Leaks <br /> A list of significant spills and leaks of toxic or hazardous substances in excess of <br /> reportable quantities that occurred within three years prior to the effective date of the permit is <br /> provided in Appendix F. Releases are defined as any spilling, leaking, pumping, pouring, <br /> F <br /> emitting, emptying, discharging,'injection, escaping, leaching; dumping or disposing into the <br /> environment. In addition, a description will be added to Appendix F of this plan if two significant <br /> oil spills were to occur in any 12 months. <br /> 5.4. Identification of Nonstormwater Discharges <br /> Stormwater outfalls have been evaluated for the presence of non-stormwater discharges. ; <br /> As shown in the summary presented in Appendix H, the certification included the following. <br /> ` I. Identification of potential non-stormwater discharges. <br /> 2. A description of the results of evaluation for the presence of non- <br /> stormwater discharges. <br /> .3. The evaluation criteria or test method used. <br /> 4. The date of the evaluation: <br /> 5. The on-site drainage points that were directly observed during the <br /> evaluation. <br /> I <br /> The federal general permits, some state general permits, and some NPDES permits I <br /> authorize certain types of non-stormwater discharges. The non-stormwater.discharges authorized <br /> ; <br /> under the federal general permit and some State stormwater general permits are air conditioner <br /> condensate, non-contact cooling water, fire hydrant flushing, compressor condensate, irrigation <br /> i <br /> drainage, landscape watering and footing drainage.. <br /> Unless permitted by an NPDES permit or specifically allowed under the federal general permit or r <br /> the state general permit, such discharges are illegal.
