STANDARD OPERATING PROCEDURE <br /> Procedure M DRAFT Title: <br /> Issue M 1 Emergency Procedures: <br /> Issue Date: 4/30/2004 Civil Disturbance 1 Armed I N L A N D <br /> Supersedes Date: None Intruder AT—pie-hda-d C+Pany <br /> L) If you are taken hostage,remain calm. The more intense the situation,the greater <br /> the need for calm. It is critically important to avoid escalating the incident's <br /> intensity. <br /> 2) Avoid heroics. Don't threaten or intimidate. Keep a safe,non-intimidating distance. <br /> Keep your hands visible. Avoid abrupt,sporadic movements. <br /> 3) Negotiate,if possible. Find out the intruder's first name if you don't already know <br /> it,and call him or her by the first name. If you are still talking,most likely you will <br /> have an opportunity to buy some time. Find out what the individual wants. <br /> However,do not make any promises you cannot deliver. Tell him or her that you <br /> will see what can be done and then work towards that end. Your commitments must <br /> be perceived as sincere and believable. <br /> 4) With caution,ask the intruder to give you the gun. Amazingly,individuals will often <br /> do what they are asked. Be careful—they may actually give you the gun in a way <br /> you did not expect. <br /> 5) look for a place to dive or jump. Your negotiations may not always be effective,be <br /> thinking about a potential escape plan for yourself and others. <br /> 6) If the intruder surrenders his or her weapon,call the police(if they have not been <br /> notified).Keep a safe distance from the intruder,and place the weapon on the <br /> ground(away from the intruder)when the police arrive to avoid being mistaken as <br /> the intruder. <br /> 7) If the intruder releases you when police are on the scene and the intruder is still <br /> inside the building,keep your hands visible but walk swiftly and low to the ground. <br /> If the intruder begins to harm you or other hostages,do whatever you can to protect <br /> yourself.
