Site Safety Plan for Excavation Activities April 8, 1996
Military Department OMS#24-Stockton
Thermal-stress- cold:
Cold stress is expected to be a hazard when working at theses sites in the morning hours.
Effects from cold exposure can occur in temperatures at or below freezing. If
prolonged exposure to cold occurs without proper protection, the effects of cold
exposure can occur in temperatures above freezing, especially in windy conditions.
Cold exposure can cause frostbite( especially to fingers, toes, and ears) or overall drop
in body temperature (hypothermia). The symptoms of hypothermia occur in five
stages:
• Shivering
• Apathy, listlessness, sleepiness, and rapid body cooling
• Unconsciousness, glossy stare, slow pulse and respiratory rates
• Freezing of extremities(most sensitive to freezing fust are fingers , toes, and ears)
• Death
Recommended actions to avoid suffering the effects of cold exposure are as follows:
• Wear cotton undergarments to absorb perspiration from the body
• Wear additional layers of light clothing as needed form warmth. The layering effects
hold in air, trapping body heat. Some layers can be removed as the temperature rises
during the day.
• Pay close attention to body signals and feelings, especially of high surface-area-to-
volume ration of the body-- ears, fingers, and toes. Take the appropriate action to
correct any problem indications (take a break and warm up, add additional clothing,
etc.).
• Install a wind break at the site to block the wind from blowing directly on the crew.
• Maintain good eating and drinking habits.
• Provide a sheltered area for rest breaks and for warming up.
9
