Woodward-Clyde W
..
Federal Services 4,,
Engineering a sciences applied to the earth a its environment V —
April 21, 1993
Leticia Briggs
San Joaquin County Public Health Services
P.O Box 2009
1601 East Hazelton Avenue
Stockton, CA 95201
APPLICATION FOR UNDERGROUND TANK CLOSURE PERMIT
KJAX TRANSMITTER SITE
HARDING WAY STOCKTON, CALIFORNIA
Dear Ms. Briggs:
Woodward-Clyde Federal Services (WCFS) has been retained by the Federal Emergency
Management Agency (FEMA)on behalf of the Federal Communications Commission (FCC)
to evaluate underground fuel storage tanks which support FEMA-owned emergency
broadcast equipment at various radio stations throughout the United States. The out-of-
service 1,000 gallon underground diesel storage tank at the KJAX transmitter site in
Stockton is a part of this national program.
Based on recent correspondence with San Joaquin County Public Health Service (SJCPHS),
FEMA has asked WCFS to oversee the permanent closure (removal) of the diesel tank at
the KJAX transmitter site. Activities related to the removal of this tank will be conducted
under the direction of the WCFS office in Sacramento.
In March 1993, SJCPHS requested FEMA submit an Application for Underground Tank
Closure Permit (application) by April 21, 1993. WCFS has prepared the attached
application for your review. As we have discussed, we have responded to as many of the
twelve general instruction items on the application as possible at this time. Our general
response to each item is summarized in the attached table. We anticipate that a final
application can be submitted following our selection of a tank removal contractor.
If you have any questions regarding our closure plan submittal please feel free to call Cathy
Patton at (916) 368-0988.
Very truly yours,
WOODWARD-CLYDE
Cathy A.
