N%.. .,,i <br />HEALTH AND SAFETY PLAN <br />TIME OIL/JACKPOT <br />Page 2 <br />soil to be inspected for stability before and after tank is removed, 2) soil <br />is to be keep at least two (2) feet from the edge of an excavation, 3) if ex- <br />cavation is five (5) feet or more the hole shall be tapered, braced, or other <br />equivalent methods shall be used to prevent possible cave-ins. Precautions <br />will be taken at all times. <br />At the job site, clean fill will be used to backfill empty hole after soil <br />samples have been taken by Canonie Environmental, 212 Frank West Circle, Suite <br />A, Stockton, Ca 95206, (209) 983-1340. Soil samples will be excavated using <br />backhoe. Samples will be taken two (2) feet to four (4) feet by hand using <br />brass tubes. All of the above procedures will be done according to code. Any <br />part not backfilled shall be barricaded with construction barricades and cau- <br />tion tape will be used. <br />Western Meter Service, Inc. will use proper equipment for each tank removal. <br />No undersize or bad mechanical equipment will be used. All heavy equipment <br />will be supported properly. Tanks are to be secured at the assigned location <br />after extraction. <br />Western Meter Service, Inc. will provide safety hats, goggles, and clothing to <br />employees at the job site as per OSHA regulation 29 CFR 1910.120. Caution <br />will be noted that a heat stress situation may develop when impermeable <br />protective clothing is worn. <br />Western Meter Service, Inc. will hold shop meetings before start of tank <br />removals to discuss safety procedures. The "buddy system" will be discussed <br />and the course of action to be taken should an injury occur to an employee. <br />Some of the many rules to be discussed to help prevent injury or accident are: <br />1) avoid standing on the top of the tank --surface maybe slippery or rusty, 2) <br />check for falling objects, slipping, and tripping hazards (Visqueen sheeting <br />will be used if necessary around excavated soil), 3) where necessary, the site <br />will be secured with construction barricades and warning signs posted to <br />prevent the exposure of unauthorized, unprotected people to site hazards, 4) <br />limit exposure time to noisy equipment, 5) keep a safe distance from the ex- <br />cavation and heavy equipment, 6) stay up -wind from the tank and/or excavation <br />to avoid unnecessary exposure whenever possible, 7) limit exposure by minimiz- <br />ing the exposure time and maximizing the distance to the source of vapor <br />release, 8) avoid the area or take special caution when ventilating the tank <br />with water, dry ice or air, 9) do not enter the excavation without first <br />monitoring the air. <br />Western Meter Service, Inc. shall provide to E.P.A. a map of the nearest <br />
