April 23, 1998 <br /> 96-1113008.80 <br /> State of California <br /> Department of the Youth Authority <br /> Facilities Planning Division <br /> Attention: Ms. Corinda Yep, Chief-Hazardous Materials and Waste Program <br /> Subject: LETTER-REPORT -Re-Sampling of Former Diesel Underground Storage Tank Locations <br /> Northern California Youth Correctional Center <br /> 7650 South Newcastle Road <br /> Stockton, California <br /> Page 3 <br /> DRILLING AND RE-SAMPLING <br /> Re-sampling was conducted at the locations of the two former USTs located within the Karl Holton <br /> school and at the location of the west UST within the O. H. Close school. Prior to commencing the re- <br /> sampling a drilling permit was obtained from SJCEHD. A copy of the completed permit application is <br /> included in Attachment A. <br /> The borings were each advanced using a truck-mounted, continuous-flight, hollow-stem auger rig. <br /> During drilling,soil samples were collected at approximately four-feet below ground surface(bgs) and 10 <br /> feet bgs. The bottom sample was collected from approximately 2 feet below the floor of each excavation. <br /> Groundwater was not encountered. The drill rig was provided and operated by Woodward Drilling, Inc. <br /> out of Rio Vista, California. <br /> Prior to drilling, the drilling equipment was steam-cleaned. Between each drilling and sampling <br /> event, the drilling/sampling equipment was washed and scrubbed in a non-phosphate detergent, triple- <br /> rinsed, and air dried. <br /> During drilling, drill cuttings and soil samples were geologically logged visually by the field <br /> geologist. The soils encountered were logged using the Unified Soil Classification System(USCS), with <br /> geologic/hydrogeologic notations included as appropriate. The field geologist noted that there was no <br /> visual and only slight olfactory evidence [CH-4R (4.5')] of TPH-d impacts in the soil samples or drill <br /> cuttings. The boring logs are included in Attachment B. <br /> Discrete soil samples were collected using an 18-inch long,modified California spilt-spoon sampler <br /> or comparable, lined with three 6-inch long brass tubes, driven into the soil using a 140-pound slide <br /> hammer. Of the three brass tubes recovered,the middle tube was sealed with Teflon'tape, plastic end <br /> caps and placed in a resealable plastic bag. This sample was labeled (using indelible ink with the <br /> boring/trench number and sample depth,the project number, sampling daze, and sampler initials), entered <br /> on a chain of custody form, stored on ice at 4° Celsius in an insulated chest, and retained for laboratory <br /> analysis. A total of seven soil samples, two samples per boring plus one four-part composite for disposal <br /> purposes, were submitted to the laboratory for analysis. <br /> Upon completion, each boring was sealed with a cement/bentonite grout emplaced using a tremie <br /> pipe. Drill cuttings,waste soil samples and decontamination rinsate were stored, pending disposal, in U.S. <br /> Department of Transportation(DOT)-approved,55-gallon polyethylene drums per the request of a facility <br /> representative. Used disposable PPE was placed in plastic bags and was disposed with the facility trash. <br />
