� J <br /> • Change in Hazardous Waste -There would be significant reduction in the amount of <br /> dried paint waste generated. <br /> • Technical Feasibility-The project is technically feasible and a facility with such a <br /> system has been visited, investigated, and reviewed by Steve Wareing, Manufacturing <br /> Engineer. <br /> • Economic Evaluation -The economic impact would be in excess of$3 million for a <br /> comparable system just to build and equip. This is determined to be cost prohibitive <br /> for Star Buildings. There is also an undetermined economic impact of production <br /> shut down and delays involved in a switch over to the new system, the subsequent <br /> training requirements and process of employee teaming curves, and the loss of <br /> competitiveness in the business market while product completion is delayed for the <br /> customers. <br /> • Effects on Product Quality- There would not be any marked improvement in product <br /> quality. <br /> • Employee Health& Safety Implications-There are no implications for employee <br /> health and safety. <br /> • State, Local, Federal Law Compliance-The proposed measure would be in <br /> compliance with all regulations. <br /> • Releases and Discharges-There would not be a significant reduction in fugitive <br /> emissions released into the atmosphere. There would be a significant reduction in the <br /> amount of hazardous dried paint waste generated. <br /> • New air quality control permits would be required for any new process installation, or <br /> equipment modification. <br /> This measure was thoroughly researched and evaluated as the best possible measure for <br /> the ultimate goal of reducing emissions and hazardous paint waste. However,the <br /> measure is not selected for possible implementation due to the cost prohibitive nature of <br /> the system and co-lateral effects of implementing this system. <br /> 2) Employee training in waste minimization,hazardous material handling, and emergency <br /> spill response as well as better and more efficient work practices, including, but <br /> not limited to: <br /> • More efficient handling of the 50 gallon drums of paint to reduce the amount of paint <br /> wasted as unusable or leftover paint. <br /> • More efficient use of the HVLP spray system by the use of proper spray painting <br /> techniques to reduce over spray without affecting product quality; <br /> • Evaluation of work procedures focusing on techniques to reduce or eliminate <br /> potential spills; <br /> • Evaluation and implementation of more efficient house-keeping measures overall, <br /> including traffic in, and access to,waste generating and storage areas; To routinely <br /> inspect storage containers and hazardous waste labeling. <br /> 3) Management of Star Buildings demonstrating a commitment to the reduction of <br /> hazardous paint waste through all means possible including: <br /> ll <br />
