The regulations extend the deadline for integrity tests to
January 1, 1997 and the certification for secondary containment until January 1, 1998. The delay covers onsite
treatment including elementary neutralization, discharges to a sewer, totally enclosed treatment units, or
Califomia-only wastes. Only wastes that are treated in accumulation tanks within 90 days of generation and that
are not eligible for any other federal exemption are still required to provide secondary containment certification
with the PBR notification.
DTSC will keep you informed when the final legislative action is known. Please inform the
Department immediately if you do not treat copper cleansers or conditioners. If you have any questions, or if
you no longer treat this waste or filed in error, please contact Ms. Ann Carberry at (916) 323-2274 or at the
above address.
Sincerely,
Paula Rasmussen, Chief
State Regulatory Programs Division
cc: ASTRID JOHNSON
DTSC REGION 1
STATE REGULATORY PROGRAM
1515 TOLLHOUSE
CLOVIS, CA 93611
RON VALINOTI
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DMSION
445 N.
