The contingency plan lacked the following; <br /> 11 <br /> (1) The plan does not describe arrangements agreed to by <br /> 12 <br /> local police departments, fire departments, hospitals, <br /> 13 <br /> contractors, and State and Local emergency response teams <br /> 14 <br /> to coordinate emergency services, pursuant to section <br /> 15 <br /> 66265. 37 . This is a violation of Section 66265. 52 (c) , <br /> 16 <br /> Article 4, Chapter 15, Title 22 , CCR. <br /> 17 <br /> (2) The plan does not list names, addresses, and phone <br /> 18 <br /> numbers (office and home) of all persons qualified to act <br /> 19 <br /> as emergency coordinator. This is a violation of Section <br /> 20 <br /> 66265. 52 (d) , Article 4 , Chapter 15, Title 22 , CCR. <br /> 21 <br /> (3) The plan does not list all the emergency equipment at <br /> 22 <br /> the facility [such as fire extinguishing systems, spill <br /> 23 <br /> control equipment, communication and alarm systems <br /> 24 <br /> (internal and external) , and decontamination equipment] . <br /> 25 <br /> This list does not include the location and a physical <br /> 26 <br /> description of each item on the list, and a brief outline <br /> 27 <br /> of its capabilities. This is a violation of Section <br /> 28 <br />
