6. One 55-gallon drum in the hazardous waste storage area was not in good <br /> condition and leaking hazardous waste. Section 66265.171, Article 9, <br /> Chapter 15, Title 22, CCR / Health and Safety Code Section 25189.5 (d). <br /> 7. Numerous 5-gallon buckets, 30-gallon barrels, and various plastic <br /> containers were being used to hold hazardous waste were not closed. <br /> Section 66265.173 (a), Article 9. Chapter 15, Title 22, CCR / Health and <br /> Safety Code Section 25189.5 (d). <br /> 8. Numerous containers holding hazardous waste were stored in a manner <br /> which may cause the waste to leak or spill. At the time of the inspection, <br /> workers were mopping up a recent spill in the plating room. Section <br /> 66265.173 (b), Article 9, Chapter 15, Title 22, CCR/ Health and Safety Code <br /> Section 25189.5. <br /> 9. The operator could not demonstrate that any of the containers holding <br /> hazardous waste were inspected for deterioration. Section 66265.174, <br /> Article 9, Chapter 15, Title 22, CCR / Health and Safety Code Section <br /> 25189.5 (d). <br /> 10. The facility is not maintained and operated in a manner which would <br /> minimize the possibility of and unplanned sudden or non-sudden releases <br /> of hazardous waste or hazardous waste constituents to air, soil, or surface <br /> water which could threaten human health or the environment. Section <br /> 66265.31. Article 3, Chapter 15, Title 22, CCR / Health and Safety Code <br /> Section 25189.5 (d). <br /> 11. The facility is not equipped with the following required equipment: <br /> Section 66265.32, Article 3, Chapter 15, Title 22, CCR. <br /> (a) an internal communication or alarm system capable of providing immediate <br /> emergency instruction to facility personnel; <br /> (b) a device, such as a telephone (immediately available at the scene of <br /> operations) or a hand-held two-way radio, capable of summoning emergency <br /> assistance from local police departments, fire departments, or state or local <br /> emergency response teams; <br /> (c) spill control equipment and decontamination equipment was not available: <br /> 12. The owner or operator does not maintain aisle space to allow the <br /> unobstructed movement of personnel,fire protection equipment to any area <br /> of the facility operation in an emergency.
