There is no method for determining <br /> the length of time drums of hazardous waste are stored <br /> on-site without proper labeling. <br /> RV as a generator of hazardous waste must comply with <br /> Preparedness and Prevention, Contingency Plan, Emergency <br /> Procedures, and Personnel Training regulations. RV has not <br /> complied with these regulations. <br /> D. Section '66493 , California Administrative Code <br /> A Biennial Report of waste generation must be submitted to <br /> DHS by March 1 of every even-numbered year . Though RV has <br /> been in operation since 1979 at the 222 N. Wilson Way site, <br /> no Biennial Reports have been submitted to DHS to date <br /> according to Art Smith. These Reports must be retained by <br /> the facility for at least three years. <br /> E. Section 67121 , California Administrative Code <br /> During the inspection of RV, no fire extinguishers, <br /> emergency showers or eyewashes were observed. <br /> F. Section 67105, California Administrative Code <br /> No program to train employees in proper hazardous waste <br /> management procedures has been instituted. Records are not <br /> kept describing employees ' job titles and relation to <br /> hazardous waste management. <br /> G. Section 67140, California Administrative Code <br /> RV does not have a Contingency Plan. <br /> H. Section 67141 , California Administrative Code <br /> RV does not have a Contingency Plan describing procedures to <br /> be followed in the event of an emergency. According to <br /> Section 67142, this Plan must be kept at the facility at all <br /> times and distributed to local emergency response agencies . <br /> I . Section 67144, California Administrative Code <br /> RV has not .assigned an emergency coordinator . <br />
