It was soon apparent that he did <br /> not know the location of the sumps, so Richard indicated he would return after learning <br /> the sump locations. <br /> 08/25/06 13:15 <br /> Richard returned with another member of the City team who knew the situation. They <br /> showed Mr. Merrill the two sumps containing the released wastewater and, again, <br /> checked the third sump. It still was dry. Mr. Merrill was shown the corresponding <br /> sanitary sewer access into which the wastewater was to be pumped. They also noted that <br /> while traffic could easily pass at the Kelly St./E. Pine St. intersection, the pumping <br /> operation would adversely affect traffic at the Beckman Rd./E. Pine St. intersection. It <br /> was suggested that Mr. Merrill check the need for traffic management and an <br /> encroachment permit for the Beckman Rd./E. Pine St. intersection They also described <br /> the required cleaning process: <br /> • Pump the storm drain sump to the sanitary sewer, <br /> • Flush the storm sewer system from LMT storm drain#8 to the storm drain system <br /> sump being cleaned, <br /> • Pump the flush water from the storm drain sump to the sanitary sewer, <br /> • Repeat the process until the flush water coming in to the storm drain sump, and <br /> the water in the storm drain sump was clean. <br /> 08/25/06 13:30 <br /> Mr. Merrill drove to Jim Thorpe Oil and informed Jamie of the plan. Jamie immediately <br /> loaded his truck and went to the Kelly St./E. Pine St. intersection. Mr. Merrill then <br /> drove to LMT and directed Mr. Holt to start a fresh water flush into drain#8. Mr. Merrill <br /> then proceeded with the pump to the Kelly St./E. Pine St. intersection. Both trucks were <br /> positioned to protect the access hatches and traffic cones were placed. The released <br /> wastewater in the sump was pumped into the sanitary sewer. <br /> 08/25/06 13:50 <br /> The first flush of fresh water began draining into the storm drain sump. When the storm <br /> drain sump was nearly filled, its contents were again pumped into the sewer. As this was <br /> happening, Mr. Merrill drove to Lodi City Hall and went to the Public Works Department <br /> to inquire as to the need for an encroachment permit for Beckman Rd./E. Pine St. <br /> intersection. Mr. Merrill indicated that the southbound traffic on Beckman Rd. would not <br /> be able to cross E. Pine Street. Mr. Beeler was again consulted and it was determined <br /> that an encroachment permit and traffic management crew were needed. <br /> 5 of 6 <br />
