The underground
storage tank system shall be operated to prevent unauthorized releases. Immediately begin operating underground
storage tank system that will prevent unauthorized releases.
This is a repeat violation, Class II.
302
HSC 25291(b) UST system incapable of detecting leak from primary into secondary containment (pre -Jul 2003).
Unable to determine if annular sensors is capable of a detecting a leak from primary to secondary containment and
activating an audible and visual alarm, therefore, the tank is not monitored. The interstitial space shall be monitored
with a monitoring system connected to an audible and visual alarm system. Immediately contact a properly licensed,
trained, and certified contractor to replace the failed component with a functional component (LG 113-x listed, if
applicable) under permit and inspection of the EHD within one business day.
This is a repeat violation, Class II.
306
CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity.
Unable to determine if annular and sump sensors were located to detect a leak at the earliest opportunity. All
monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. Immediately
contact EHD to schedule an inspection to verify annular and sump sensors are located to at lowest point of the tank
and/or sumps and ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity.
This is a repeat violation, Class II.
307
CCR 2632(c) Monitoring system of the interstitial space of a double walled system not maintained.
Unable to determine if the annular sensors detecting a leak from primary to secondary containment and activates an
audible and visual alarm, therefore, the tank is not monitored. The interstitial space shall be monitored with a
monitoring system connected to an audible and visual alarm system. Immediately contact a properly licensed,
trained, and certified contractor to replace the failed component with a functional component (LG 113-x listed, if
applicable) under permit and inspection of the EHD within one business day.
This is a repeat violation, Class II.
308
CCR 2636(f) Failed to maintain a continuous monitoring system that activates an audible and visual alarm.
Unable to determine if sensors activate an audible and visual alarm to ensure continuous monitoring of the tank
system. All monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow of
product at the dispenser when it detects a leak. Correct immediately by having a properly licensed, trained, and
certified contractor replace the failed component with a functional component (LG 113-x listed, if applicable) and obtain
a permit within one business day from the EHD. If the failed component can't be replaced immediately, there is a
possibility that the UST system may be red tagged to prevent fuel inputs.
This is a repeat violation, Class ll.
Received byInspector:
Phone:
Date:
(initial)
CINDY VO, EH Specialist
(209) 468-8257
06/26/2015
