V. LEAK DETECTION RESPONSE PLAN: (CONTINUATION) <br /> a. Put out all flames and remove other sources of ignition in the area of <br /> the tank. Take the pumps out of service and place barricades and/or <br /> traffic cones around a large area of the tank to restrict access. <br /> b. If tests indicate that the piping and not the tank body is leaking, <br /> arrange for a tanker truck to lower the liquid level in the tank. <br /> c. If the tank body is leaking, make arrangements as soon as possible. <br /> Leave a 4 to 6 inch layer in the tank to assure a rich non-explosive <br /> vapor mixture, and to avoid contamination of the product with <br /> sludge. <br /> d. Notify San Joaquin County, Health Services Dept. at (209) 468- <br /> 0334 and inform them of actions taken. Follow up with a letter to <br /> the agency within 5 days. <br /> e. Coordinate with Environmental Services Department to schedule <br /> preliminary subsurface investigation to determine the extent of the <br /> damage and what remedial action will be taken, i.e., repair of <br /> closure. <br /> f. Arrange for an alternate fuel source to meet operational needs, e.g., <br /> obtain fuel from another company facility, an off-site commercial <br /> service station, install an above ground portable storage tank, store <br /> fuel on-site in a tanker truck, etc. Coordinate arrangements with the <br /> Environmental Services Department to insure compliance with all <br /> regulatory agencies. <br /> B. WASTE MOTOR OIL: <br /> 1 . A leak will be suspected when a BUZZER ALARM sounds and the RED <br /> Liquid Indicator Light is lit on the tank monitoring panel. Remove the <br /> tank from service, and contact your service representative. Provide as <br /> much information as possible, i.e., nature of problem, circumstances, <br /> etc. CONTACT CORPORATE ENVIRONMENTAL CONSULTANT <br /> 2. A leak will be confirmed as a result of investigation and test finding of <br /> the service representative as to nature, extent, and location of the leak <br /> source, i.e., inner tank or outer tank. CONTACT THE ENVIRONMENTAL <br /> SERVICES DEPARTMENT, and take the following actions, as applicable. <br /> a. Discontinue tank use. <br /> b.
