• Monitoring Response Plan/Business Emergency Response Plan <br /> o Employees shown plan location <br /> o Sections of the plans(purpose and contents overview), more details, submitted to agency <br /> as commitment. Employee responsibilities are included. <br /> o Emergency Contacts (should be same as above) <br /> o Verify site map to confirm locations of chemicals and emergency equipment is accurate. <br /> o Emergency Meeting Area—ask employees where do you meet if you must evacuate <br /> Spill Response <br /> • Minor Spill Response—manageable by site <br /> o Always look for spills near the dispensers and tank pad. If you see gas on the ground it <br /> needs to be cleaned. <br /> o Ask who has dealt with a spill? What did you do? <br /> o Attempt to contain immediately—never wash down a storm drain. <br /> o Instruct Members to move out of area and restrict access using barricade,cones and/or <br /> delineators-caution tape if necessary. <br /> o Ask what do you need to bring with you to go out and clean up a spill? <br /> • Use spill/absorbent material to contain spill—ask where and go to spill kit/PPE <br /> location. <br /> • Use appropriate PPE (safety vest, nitrile gloves, safety glasses or goggles). Ask <br /> where and go to equipment location. <br /> • Follow ECS(FM 186 guideline). Use absorbent pads to clean the spill. <br /> Remove absorbent as soon absorbed. <br /> • Gasoline is hazardous,volatile flammable, carcinogenic. <br /> o Benzene—Carcinogen <br /> o Inhalation (breathing in fuel, exhaust, etc.) <br /> o Absorption (through the skin) <br /> • Dispose of used materials in waste drum <br /> • Waste drum locations-Solid waste (absorbent, rags, filters, hoses) & Liquid <br /> waste (spill buckets, sumps,test water). Costco is responsible for both solid <br /> waste and liquid waste. <br /> • Drum labeling and waste accumulation start date. <br /> • Batteries should never be placed in or near waste containers, especially if <br /> damaged (i.e.car battery)the reaction may cause an explosion. <br /> • EPA ID Number—Documented on solid drum label. <br /> o Document spill/absorbent capacity in Spill log—ask where and go to spill log location <br /> o Report spill to Costco Hotline 425-313-8100 Ext#1. <br /> • Major Spill not manageable by site person—ask what should you do first? <br /> o CALL 911 <br /> o Emergency shut off <br /> o Ask how do you shut off flow of gas in emergency? <br /> o ESO switches—ask where and go to all ESO locations and make sure everyone knows <br /> how to activate switch. <br /> o Breaker panel—if all else fails, cut the power off to the tanks from the electrical panel. <br /> o Button near Overfill Alarm—Show employee the location of the alarm and button. Tell <br /> employee(s)the button is not an emergency shut off. <br /> o No one in the room is a hazardous materials emergency responder. If you're not sure, <br /> you probably can't handle it. <br /> o Do not let people or automobiles into spill area. If a car is leaking gas, instruct driver to <br /> turn of engine as it may provide a spark that will ignite vapors. Do not move car until <br /> emergency responders arrive. Let them deal with it. <br /> o If safe, attempt to prevent spill from entering storm drain or leaving the property by <br /> building a berm/barrier with absorbent. Show locations of storm drains. <br /> o Report spill to contact warehouse manager and Costco Hotline(425)313-8001 Ext#1. <br /> They may have to report to county, state and/or federal agencies depending on type and <br /> quantity of spill the designated contractor for your facility. <br /> o Evacuate immediate area to your Emergency Meeting location, entire site if necessary. <br /> Costco Designated Operator Training April 2013 <br /> Page 2 of 3 <br />
