8. MONITORING PLAN: (CoynN JED)
b. Tank Annular Space Monitor: This monitoring probe is located inside the annular
space between primary and secondary container. Its function is to detect the
presence of liquid in the secondary container. Should any liquid be detected, an
audible and visual alarm will alert the Owner of a potential leak either from the
primary to the secondary container or ground water intrusion into the secondary
container.
c. Monitoring of Sacrificial Anode: The sacrificial anode will be monitored by
measuring tank to soil voltage. Tank to soil potential readings will be taken
with a high impendance voltmeter and a copper/copper sulfate reference electrode
placed immediately above the underground tank. A reading less than -850
millivolts indicates the tank is protected. When reading exceeds 'SAFE' , the
sacrificial anode will be replaced and tank inspected and tested as required.
d. Sub-pump and Tank Riser Monitor: This monitoring probe is located inside the
containment box surrounding the tank suhnersible pump. Its function is to detect
the presence of liquid in the Secondary Container. Should any liquid be detected,
an audible and visual alarm will alert the Owner of a potential leak frcan the sub-
pump
e. Piping Secondary Contaiment Monitor: This monitoring probe is located inside the
containment box surrounding the sub-pump. Its function is to detect the presence
of liquid in the containment box which could indicate a leak in the product
piping. If any liquid is detected, an audible and visual alarm will alert the
Owner of a potential leak.
f. Pressurized piping systems shall be monitored utilizing in line leak detectors,
located in sub-pump piston leak detection. Operator is to be aware that reduction
in product flow to 3 + gallons per minute indicates a potential leak. Leak
detectors will be tested twice a year for proper operation.
g. Records and Inspections - All records of underground tanks and petroleum piping
shall be logged in writing using corresponding inspection log. Following is a
list of monitoring activities and inspection which will be recorded.
1. Weekly records and visual inspections shall be made of:
- Submerged Pump Boxes
- Fill Boxes (also inspected after each delivery)
- Reconcilation of the inventory control records
h. Emergency Response Procedure:
Once the operator is aware of a potential leak he shall:
- Shut the system down using pinup shut-off switch
- Attempt to isolate leak location by inspection
- Contact the City of Lodi Fire Department
- Record the leak with the action taken on the recordable discharge log
(Incident shall be signed by the responsible representative) .
