Section Number: 2-1
Issue Date: 05/06/2010
Revision Date:
2-9 UNDERGROUND STORAGE TANKS
Overview
The purpose of this section is to provide definition related to underground storage tanks
(USTs), identify the regulatory requirements for operating these tanks, recordkeeping
requirements, and what to do in the event of a release from an underground tank.
Three Key Issues:
• Any storage tank system with more than 10% of its volume underground
(including piping) is considered an UST, and must be installed to meet Federal,
State, and local standards.
• Heating fuel USTs, USTs above the floor in basements, flow-through process
tanks, and USTs holding less than 110 gallons are exempt from the Federal UST
rules.
• In the event of a release from a UST, immediately contact Operations Support at
630/271-2988.
Definitions
Underground Storage Tanks
0 a tanks stem with more than 10% of its volume underground
Corrosion Protection
0 a method to prevent the metal material of the UST and related
piping from corroding
Sacrificial Anode
0 a piece of metal attached to a UST that oxidizes and corrodes
sacrificially, to prevent the UST material from corroding
Leak Prevention
a a method to prevent USTs from leaking the contents into the
surrounding soil, such as double walls on the UST
Leak Detection
a a method to detect a leak in USTs or related piping
Interstitial Monitoring
0 a leak detection system that monitors for liquid between the walls of
a double -walled UST
Vapor Monitoring
0 a leak detection system that monitors for petroleum vapors in the
soil around the USTs
Overfill Protection
0 a method to prevent excess product spilled at the fill port from
reaching the surrounding soils
Note: USTs exempt from the federal rules include those storing heating fuel for use on
the premises, tanks above the floor of underground facilities (basements), flow-
through process tanks, and USTs holding 110 gallons or less. However, local
and state UST regulations may be more stringent than federal requirements and
may not exempt these USTs. Check with local and state environmental
regulations for a determination.
