5.2.3 ALLOWED DRAINAGE OF UNCONTAMINATED RAINWATER FROM A
DIKED AREA AND (1) KEEP BYPASS VALVES SEALED CLOSED; (11) INSPECT
RETAINED RAINWATER PRIOR TO DISCHARGE,(III)OPEN BYPASS VALVE AND
RESEAL IT UNDER RESPONSIBLE SUPERVISION; (IV)MAINTAIN ADEOUATE
RECORDS OF SUCH EVENTS; OR PROVIDE EQUIVALENCE AS ALLOWED BY
CFR 112.7 (a)(2) (40 C:"FR I I18(c)(3))
See Section 5.1 above.
5.2.4 TEST EACH ABOVEGROUND CONTAINER FOR INTEGRITY ON A REGULAR
SCHEDULE OR WHEN REPAIRS WERE MADE; INSPECT CONTAINERS AND
CONTAINER SUPPORTS; OR KEEP RECORDS OF INSPECTIONS AND TEST, OR
PROVIDE EQUIVALENCE AS ALLOWED BY CFR 112.7(a)(2) (40 CFR 112.8(c)(6))
See Sections 4.9 and 4.11 above.
The Engineer has evaluated the tanks on site for determining the type of inspections necessary
for this site's tank integrity testing. The Engineer has noted that all tanks on site are"shop
built". These tanks are not in direct contact with the ground. The tanks tops, sides and bottoms
can be visually inspected. The tanks and drums in the shops are not exposed to the elements.
The tanks in the covered/bermed area along 2710 Shop's east wall are away from the elements.
The diesel fuel tank has an in-tank probe and an annular-space sensor(that both provide
continuous leak detection monitoring). Considering the Steel Tank Institute's Tank Inspection
Procedure STI SP041, the following tanks and drums would require only periodic visual
inspections by the owner's representative: hydraulic oil drums; grease drums; motor oil tank; and
waste oil tank. Under STI SP001 the diesel fuel tank would require periodic visual inspections
by the owner's representative and external inspection by a certified tank inspector every 20
years. The Engineer has evaluated that: drums require monthly visual inspection by the Shop
Foreman;the tanks require monthly and annual visual inspections by the Shop Foreman; and the
diesel fuel tank requires an external visual inspection by a certified tank inspector every 20 years.
5.2.5 PROVIDE EFFECTIVE LEAKAGE CONTROLTHROUGH DEFECTIVE
INTERNAL HEATING COILS,OR PROVIDE EQUIVALENCE AS ALLOWED BY
CFR 112.7(x)(2) (40 CIR 112.8(c)(7))
Heating coils are not in use at this facility.
JBH Stockton Teraiinal 25
