Weber Avenue, Room 3 <br /> Stockton, CA 95202 <br /> AMENDMENT TO THE REPORT OF WASTE DISCHARGE,MOUNTAIN HOUSE <br /> COMMUNITY SERVICES DISTRICT, SAN JOAQUIN COUNTY <br /> A Report of Waste Discharge for renewal of Order No. 98-192 was received by the Regional Board on <br /> 27 February 2003. The Regional Board received your letter dated 21 April 2003 amending the Report of <br /> Waste Discharge by requesting a change in discharge plan. hi response to the rapid sales of new homes <br /> at Mountain House, the Mountain House Community Services District(MHCSD) is anticipating rapid <br /> growth of the community, and is proposing to begin a surface water discharge prior to conducting studies <br /> required by the existing permit to assess that discharge. <br /> Order No. 98-192 was'adopted 11 September 1998. This Order expires 1 September 2003,but will <br /> remain in effect until rescinded by the Regional Board. This Order requires the collection of effluent <br /> monitoring data one year prior to discharge to surface water,with data submission 6 months prior to <br /> discharge. Constituents would include those that may have a reasonable potential to exceed water <br /> quality standards and must include those listed in the Monitoring and Reporting Program of Order No. <br /> 98-192. <br /> Additionally, on 2 March 2000, the State Water Resources Control Board adopted the Policy for <br /> Implementation of Toxics Standards for Inland Surface Waters, Enclosed Bays, and Estuaries of <br /> California, also known as the State Implementation Policy(SIP). The SIP requires that monitoring for <br /> priority pollutants be carried out prior to issuance or reissuance of a permit. The Water Code Section <br /> 13267 data request of 10 September 2001 implemented this requirement and remains to be completed. <br /> The Regional Board has allowed this monitoring to be delayed at Mountain House until wastewater is <br /> available for testing,but is required prior to discharge of wastewater to surface water. <br /> The purpose of collecting the monitoring data prior to initiating the discharge to surface water is to allow <br /> the Regional Board to determine if there is reasonable potential to exceed water quality standards, and <br /> then develop effluent limitations as necessary. This procedure provides for the protection of the <br /> beneficial uses of the receiving water. Monitoring during or just prior to discharge,is only suitable for <br /> determining compliance with existing limitations.
