Weber Avenue, Room 3
Stockton, CA 95202
AMENDMENT TO THE REPORT OF WASTE DISCHARGE,MOUNTAIN HOUSE
COMMUNITY SERVICES DISTRICT, SAN JOAQUIN COUNTY
A Report of Waste Discharge for renewal of Order No. 98-192 was received by the Regional Board on
27 February 2003. The Regional Board received your letter dated 21 April 2003 amending the Report of
Waste Discharge by requesting a change in discharge plan. hi response to the rapid sales of new homes
at Mountain House, the Mountain House Community Services District(MHCSD) is anticipating rapid
growth of the community, and is proposing to begin a surface water discharge prior to conducting studies
required by the existing permit to assess that discharge.
Order No. 98-192 was'adopted 11 September 1998. This Order expires 1 September 2003,but will
remain in effect until rescinded by the Regional Board. This Order requires the collection of effluent
monitoring data one year prior to discharge to surface water, with data submission 6 months prior to
discharge. Constituents would include those that may have a reasonable potential to exceed water
quality standards and must include those listed in the Monitoring and Reporting Program of Order No.
98-192.
Additionally, on 2 March 2000, the State Water Resources Control Board adopted the Policy for
Implementation of Toxics Standards for Inland Surface Waters, Enclosed Bays, and Estuaries of
California, also known as the State Implementation Policy(SIP). The SIP requires that monitoring for
priority pollutants be carried out prior to issuance or reissuance of a permit. The Water Code Section
13267 data request of 10 September 2001 implemented this requirement and remains to be completed.
The Regional Board has allowed this monitoring to be delayed at Mountain House until wastewater is
available for testing, but is required prior to discharge of wastewater to surface water.
The purpose of collecting the monitoring data prior to initiating the discharge to surface water is to allow
the Regional Board to determine if there is reasonable potential to exceed water quality standards, and
then develop effluent limitations as necessary. This procedure provides for the protection of the
beneficial uses of the receiving water. Monitoring during or just prior to discharge,is only suitable for
determining compliance with existing limitations. There are currently no data to establish effluent limits
to protect water quality.
California Environmental Protection Agency
Q1 Recycled Paper '
'rhe energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
