Sensibaugh - 2 - 2 July 2003 <br /> Mountain House Community Services District <br /> Your letter also proposed an interim batch discharge approach until the NPDES studies and discharge <br /> authorization are completed. Batches of effluent would be analyzed and then discharged to surface <br /> water, with any batch not meeting water quality standards being discharged to infiltration basins. Order <br /> No. 98-492 prohibits surface water discharges, including batch discharges, until the required studies are <br /> completed and discharge authorization obtained. Also, any changes in the land application location <br /> and/or method of disposal, including infiltration basins, requires a new Report of Waste Discharge <br /> requesting changes to Order No. 98-109. <br /> Mountain House bears the responsibility to develop information as required in the existing permit prior <br /> to exceeding the land disposal capacity established to support the growth and development of the <br /> community. Recent actions by the Regional Board indicate that they are usually not sympathetic to <br /> situations where growth exceeds the capacity of the wastewater disposal infrastructure. Mountain House <br /> must meet the conditions of its Waste Discharge Orders and should not expect relief from these <br /> requirements in the renewal of Order No. 98-192. Precedent, as seen in recently adopted permits, also <br /> indicates that additional effluent limitations can be expected for constituents if there is reasonable <br /> potential to cause or contribute to an exceedance of a water quality standard. These may include <br /> ammonia,nitrate, trihalomethanes, electrical conductivity and/or total dissolved solids, and other <br /> constituents.
