Box 6012 <br /> San Ramon, CA 94583 ' <br /> REVIEW — HUMAN HEALTH SCREENING EVALUATION, MOUNTAIN HOUSE <br /> DEVELOPMENT SITE #6, MOUNTAIN HOUSE, SAN JOAQUIN COUNTY ' <br /> On behalf of Chevron Environmental Management Company (Chevron), Science Applications <br /> International Corporation — Benham Companies, LLC (SAIC) submitted the Human Health ' <br /> Screening Evaluation (HHSE), Mountain House Development Site #6 (Site) report dated 18 <br /> January 2011. The Site Is northwest of the Intersection of Wicklund Road and West Byron <br /> Road, northwest of Tracy, in western San Joaquin County. Central Valley Regional Water , <br /> Quality Control Board (Central Valley Water Board) staff has reviewed the HHSE and project <br /> files. <br /> The project is within the West Byron Road right-of-way (ROW) easement which includes the ' <br /> historical Old Valley Pipeline (OVP) that lies adjacent to the southwest side of West Byron <br /> Road. In addition, the Union Pacific Railroad (UPRR) ROW, is adjacent to the northeast side <br /> of the highway ROW and includes the historical Tidewater Associated Oil Company (TAOC) <br /> pipelines as well as the railroad tracks. Two active refined petroleum product pipelines, the <br /> Bay Area Products Line operated by Chevron Pipeline Company, and Kinder Morgan Energy ' <br /> Partners, are within the highway and/or UPRR ROWS. The project is primarily beneath the <br /> highway alignment, the historical and active pipelines, railroad tracks, and extends southwest <br /> into an adjacent field. , <br /> According to SAIC's HHSE documentation: <br /> • Soil and groundwater affected with San Joaquin Valley crude oil beneath the Site are ' <br /> attributable to leaks from the historical pipelines. A residential scenario was utilized in <br /> the assessment, where affected soil and groundwater is primarily associated with the ' <br /> utility/highway railroad easements and a portion of an adjacent agricultural field. <br /> Current land use related to the highway, UPRR tracks, the active pipelines, and <br /> agricultural use will not likely change. A potential onsite residential scenario for dermal, ' <br /> oral, and inhalation routes was evaluated as the most conservative estimate of risk <br /> associated with exposure at the Site. <br /> • SAIC's approach is consistent with the residential land use scenario described in the ' <br /> California Department of Toxic Substances Control (DTSC) Preliminary Endangerment <br /> California Environmental Protection Agency 1 <br /> �fv,Recycled Papel <br /> t <br />
