Box 388
Stockton, CA 95201
Subject: Phase 1 Site Investigation, Vogue Clean rs/Norman Higgins
2315 N California Street
Stockton, CA Site code:231032
Dear Ms. Turkatte;
In answer to the PHS/EHD letter of June 21, 1996 Mr. Higgins has appointed Foothill Engineering
to conduct a site investigation of the above stated property to determine the extent of the
contamination plume. The following is a work plan designed to determine the vertical limits of the
contamination under both Tank#1 and Tank 42.
WORK PLAN
SITE HISTORY
The site has a long history of use as a cleaning establi ment and continues to have the same use .
presently. On June 6, 1996 Thorpe Oil removed two empty underground storage tanks from the
property under a permit from the PHS/EHD. Soil samples from the tank excavation were obtained
using standard methods and locations. The sample from under Tank#1 was taken at a depth of+/-
eight feet. The sample from Tank#2 was taken at a de th of+/- nine feet. Both these samples and
samples from the excavation spoil showed evidence o hydrocarbon contamination (See map and
analysis enclosed). All of the above samples were analyzed by GeoAnalytical Laboratories, Inc. The
location of Tank#1 is between two structures and 25'fr m the closest access point. Tank #2 can be
accessed by vertical drilling equipment.
SCOPE OF WORK
1. Tank#1
The location of Tank 91 is impossible to reach with st dard vertical drilling equipment. The only
way economically to sample this location is with the slant bore method. The original sample from this
location was taken at 8 feet. The first sample for this w rk.plan will be taken 15'below the surface
( See enclosed drawing). If the 15' sample shows signs of contamination,'a slant bore will be made
to take a sample at 25'feet below the surface. Additional samples will be taken at 10' intervals if the
samples suggest contamination.
2. Tank#2
Tank#2 can be drilled using the standard vertical drill hole method. One drill hole is proposed with
soil sampling done on a five-foot intervals to the gr undwater table. If conditions warrant, a
monitoring well will be installed and the groundwater tested.
