Box 1810 <br /> Stockton, CA 95201 <br /> STORMWATER DISCHARGE AT FLAG CITY CHEVRON, 6421 CAPITOL AVENUE, LODI <br /> SAN JOAQUIN COUNTY <br /> Under Board Cleanup and Abatement Order No. 5-00-700,Flag City Chevron currently operates an on-site <br /> groundwater extraction and treatment remediation system to eliminate petroleum hydrocarbons and fuel <br /> oxygenates from groundwater beneath their site. This remediation system began operating in November 2000,to <br /> protect County Service Area(CSA) wells located east of Flag City Chevron. Groundwater from eight on-site <br /> extraction wells is processed through four, 2,500-pound carbon vessels connected in series, then discharged into <br /> an irrigation ditch south of the Flag City Chevron site. Flag City Chevron was issued NPDES Permit <br /> No.CAG915001 to discharge treated groundwater into the irrigation ditch. The attached figure shows the Flag <br /> City Chevron site and adjacent properties. <br /> An access agreement between Flag City Chevron and the irrigation ditch owner allows a monthly flat rate access <br /> fee and a maximum discharge of 25 gallons per minute (gpm)to the irrigation ditch. Board staff discussed the <br /> access fee with the State Water Resources Control Board Cleanup Fund(Cleanup Fund),the State agency that <br /> provides reimbursement funds to Flag City Chevron for cleanup activities resulting from underground storage tank <br /> discharges. We agree with Cleanup Fund staff that the monthly access fee is too high. Therefore, we wish to find <br /> a cost effective alternative to dispose of Flag City Chevron's remediation system effluent water. I suggested <br /> discharging the effluent water to the stormwater system and contacted your office in early January 2001 for <br /> assistance. In the facsimile you sent to me on 8 January 2001, and in our phone conversation on 11 January 2001, <br /> you requested quality and quantity information of the proposed effluent water. The requested information is <br /> provided below for your review. <br /> The proposed discharge to the San Joaquin County Public Works stormwater system is as follows: <br /> • The daily discharge will not exceed 25 gpm, or 36,000 gallons per day. <br /> • The water will be non-detect for all petroleum hydrocarbons and fuel additives, and will be filtered by <br /> pumping through a 25-micron sock filter to remove solid particles. <br /> • The point of discharge will be at one of the on-site drain inlets, and the discharge water will be conveyed <br /> through the County stormwater system to the CSA storm ponds. <br /> • The estimated duration of groundwater extraction and treatment is 24 months. <br /> California Environmental Protection Agency <br /> co Recycled Paper <br />
