BLACK & VEATCH • •
MEMORANDUM Page 3
Marley Cooling Tower Company B&V Project 11654.682
Stockton, California Facility April 15, 1991
Preconstruction Conference Minutes
Subsurface Soil Flushing System
Phase I Construction
III. HEALTH AND SAFETY (continued)
Mr. Tracy Collings indicated that MCTC's existing emergency eye wash
and shower south of the wood treating building was available and
operable for site personnel .
Mr. Collings advised MCTC Stockton personnel that MCTC employee use of
the break room and restroom in the wood treating building may need to
be restricted during construction activities.
Mr. Collings also identified the following site specific health and
safety requirements:
- Two days of breathing zone samples will be collected from air
monitoring pumps worn by the driller and Mr. Williams. 24
hour turnaround analyzes of the samples would be performed by
Data Chem.
- Hearing protection will be required within 50 feet of the
drill rig during drilling activities.
- Daily tailgate health and safety meetings will be conducted
by Mr. Collings or Ms. Sandra Trower.
Ms. Trower indicated that Layne's health and safety plan was developed
to supplement the Kleinfelder plan. Ms. Trower requested assistance
with specifying within Layne's plan the specific conditions that would
be required before downgrading PPE would be considered and the
appropriate air monitoring to be conducted after PPE is downgraded.
Mr. Collings indicated that if site personnel were authorized to
downgrade PPE, Level C may be required as appropriate due to either
variable site conditions or weather conditions.
Mr. Collings advised Mr. David Branham that the drill crew may be
required to suppress dust emission by installing a curtain or cyclone
shroud device if dust and wind conditions warrant dust suppression.
