Section 25203 <br /> . it shall be unlawful for any person to <br /> dispose of a hazardous waste except at a <br /> disposal site or facility of an operator who <br /> holds a valid hazardous waste facility permit <br /> from the Department to use and operate such <br /> site or facility. <br /> GWC has disposed of hazardous waste to <br /> nonhazardous refuse containers, and failed to <br /> cleanup hazardous material/waste spills <br /> (hazardous waste) . <br /> Samples collected by Department personnel on <br /> 18 April 1985, and subsequently analyzed by <br /> the Department' s Hazardous Material <br /> Laboratory showed contamination of onsite <br /> soils by heavy metals (see enclosed <br /> laboratory results) . <br /> B.
