Charter Way, adjacent to the
above noted property of concern, documented a release of gasoline fuel from
their former underground storage tank system in 1989. It appears the release
from the Shell Oil station has caused minor impact to the groundwater underlying
the property of concern. An additional groundwater plume identified in the
intersection of Charter Way and Lincoln Avenue does not appear to significantly
affect the property of concern. Physical data gathered from the area indicates
the property of concern is not a source area and is therefore not considered a
contributor to any of the identified groundwater plumes.
During a 1989 tank replacement and remodeling at the Shell Oil gasoline station,
soil and groundwater contamination were found at the site. Subsequent
investigation has identified the approximate extent of the soil and groundwater
plume. The source areas (where the leaks had occurred) have been identified
on the Shell Oil site and are the areas of the former underground storage tanks
and the former dispenser islands.
Shell Oil Company has been named the sole responsible party for these
releases and has been directed by this office to mitigate all the effects of these
releases in accordance with current federal and state law, including that portion
of the groundwater plume impacting the property of concern. To date, Shell Oil
Company has maintained compliance with this agency with respect to the
A Division of San Joaquin County Health Care Services
